- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 517312 with a small business size standard of 1,500 employees. AFRL requires installation and maintenance of one each internet circuit with On Net access to a 10 GigE protected circuit, with 5,000 megabit per second (Mbps) of sub bandwidth and a committed and peak data rate of 5,000 Mbps. The connected port required is a 10 GigE Ethernet enhanced small form factor pluggable (SFP+) fiber optic transceiver with single mode LC connectors. The point of presence equipment providing the circuit should be fed from dual redundant diverse pathways to the AFRL point of presence facility. �� The Government has determined that due to the need for a dual redundant pathway to the vendor service delivery point for this circuit, only CenturyLink can meet this requirement as they are the only vendor who currently has a duel redundant pathway established at the AFRL/RRS site. The government intends to negotiate a sole source contract with CenturyLink., 2900 Towerview Road, Ste 150, Herndon, VA 20171 This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 May 2020. A Sole Source Justification will be attached to the subsequent Notice of Award.
