- April 21, 2020: AMENDMENT 2 - NGA is extending the due date for proposals to all offerors through Thursday, April 23, 2020 at 4PM CST as a result of issues related to COVID-19. All offerors are welcome to submit through Thursday, April 23, 2020 at 4pm CST. A minimum of five (5) hard copy proposals and one (1) pdf electronic file of the submission are required. NGA cannot accept flash drives or re-writeable CDs / DVDs. COVID-19 has also impaired our ability to read information from a CD/R or DVD/R. NGA requires the pdf electronic file to be emailed to samuel.j.adkins@nga.mil and douglas.h.verseman@nga.mil.��� Please let Sam Adkins know via email before April 23, 2020 at�12pm CST if you are unable to send the digital file via email, or if you intend to hand deliver your hard copy proposal. Should an offeror�intend to hand deliver the hard copies, please contact Sam Adkins by April 23, 2020 at�12pm CST�to arrange a time for delivery before the revised due date. You are not required to resubmit your proposal if you have already responded�to this technical solicitation; however, ALL offerors are required to: 1.�Confirm in email that you have read and that you acknowledge all Amendments posted to this solicitation before the revised due date of Thursday, April 23, 2020 at 4pm CST. 2.�Certify in email that the hard copy and digital file proposals submitted�are identical. April 17, 2020: CLARIFICATION -� NGA prefers to receive the pdf electronic file of an offerors submission via email. We can accept an email size up to 30 MB, and we will send email confirmation upon receipt.�NGA can also accept physical data files�of the following types: CD/R and DVD/R. NGA is unable to accept re-writable digital files and flash drives. April 10, 2020:� AMENDMENT 1 - Final Questions and Answers are posted to this solicitation, refer to Attachment 3_AE FY20 Questions Responses_PUBLIC_FINAL. Additionally, please NOTE the following amended language to the technical solicitation-- 1: ""Projects submitted for evaluation in this technical solicitation must be ""Design Complete"" at a minimum. �If the project construction has been completed, you may submit this project for evaluation with a construction complete date, only if it included your A-E services during the construction."" 2: ""Technical submissions must acknowledge in writing that all Amendments to this solicitation were received and reviewed."" 3: ""The Size standard for�NAICS code 541330, Engineering Services�is corrected at�$16.5 Million."" Final technical submissions are due by 5PM CST on Monday, April 20, 2020. April 3, 2020: Attachment 3 - A&E FY20 Questions & Responses - PUBLIC - Version 1 is posted to this solicitation for public review. March 20, 2020: The NGA office is internally responding to the COVID-19 emergency with reduced office operations and limited access to telework. March 16, 2020: The pre-proposal conference referenced in�the March 5, 2020 solicitation posting will not be held due to concern regarding the current Coronavirus pandemic. Questions regarding the solicitation will be accepted via email through Monday, April 6, 2020. All questions�and�responses�will be publicly posted in this solicitation by Friday, April 10, 2020. March 5, 2020: Phase I - Request for Qualifications - Please follow the instructions in the solicitation. Telephone inquiries will not be accepted. The National Geospatial-Intelligence Agency (NGA) intends to award two or three Indefinite Delivery, Indefinite Quantity (IDIQ) Architect-Engineer contracts for Type �A� (Investigative), Type �B� (Design), and Type �C� (Construction Management) services at NGA's existing facilities in St. Louis and Arnold MO, Scott Air Force Base, IL, and�potential services required at NGA�s new location in St. Louis, MO. These contracts�are being acquired in accordance with the Selection of Architects and Engineers Statute, 40 U.S.C. Chapter 11, as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The proposed contracts will be set-aside for small business utilizing NAICS code 541330, Engineering Services, Size Standard of $15 Million.� Firms owned and controlled by socially and economically disadvantaged individuals are encouraged to reply. Two or three IDIQ contracts will be negotiated and awarded. The amount of the IDIQ contracts (including all options) will not exceed $15 million. �The Architect-Engineer firm awarded an IDIQ contract will be guaranteed a minimum dollar value of $20,000.� Orders under indefinite delivery contracts will be issued on a firm-fixed price basis according to the negotiated labor hours. The minimum amount for each order is $2,000.� The maximum amount for each order is generally $300,000; however larger awards for individual orders may occur.� Orders may be placed against IDIQ contracts until the contract ceiling is met or until expiration of the contract.��� The basic contract period is five years from the date of award, with two, one-year options and a 6-months extension of services option. The total term of the contract inclusive of all options, if exercised, shall not exceed 90 months. The government intends to issue the first task order, providing the guaranteed minimum, with the issuance of the Base contract award. In accordance with FAR 36.601-4(b), the AE firm must be a registered/licensed architectural and/or engineering firm to be eligible for award and provide proof their firm is permitted by law to practice the professions of architecture or engineering in the states of Missouri and Illinois. Failure to submit the required proof could result in a firm�s elimination from consideration. Interviews may be scheduled with firms determined as the most highly qualified. Firms scheduled for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are NOT desired. NOTE: A pre-proposal conference will be held later in March 2020. Please refer back to this soliciation for further details.
