The solicitation will be issued electronically on the Federal Business Opportunities website at https://beta.sam.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on https://beta.sam.gov without registering. The Beta Sam website at https://beta.sam.gov has an Interested Vendors List and a Watchlist where you can add your company�s interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated on/about June 18, 2020. Funding: This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. NAICS Code: The NAICS Code for this requirement is 236118 with a size standard of $39.5M. Title of Project: VIIS 244621 Repair Housing Description: The purpose of this project it to repair and rehabilitate NPS employee housing units located on the island of St. John, U.S. The Virgin Islands U.S. Virgin Islands National Park and surrounding areas were impacted by Hurricanes Irma and Maria in 2017. Severe damage was caused by the hurricane force winds, storm surge, tornadoes and the displacement of inanimate objects. Employee housing that is used by National Park Service (NPS) employees suffered severe damage. This project is to repair these housing units. This is a very complex project located on the remote island of St. John, U.S. Virgin Islands. The hurricane season is generally from June to October and may impact the construction schedule for this project. The project site is located on Lind Point, to the north of the Town of Cruz Bay. Access to the island is by boat and the closest airport is on the Island of St. Thomas. The project site is along the south side of Lind Point Road and the terrain is very steep. Staging for construction is constrained and additional area may need to be found off site. There is no water source to support the construction project. Please note: There are plans for a separate housing replacement project on the north side of Lind Point Road that is expected to be under construction during a similar time frame as this project, but that project has not been solicitated at this point. This project generally consists of housing repair for NPS employees that support the Virgin Islands National Park. The housing consists of five (5) duplexes on the south side of the Lind Point Road and three (3) additional houses that are in various locations in the Park. The extent of work on the units widely varies. Work includes foundation repair, superstructure, roofing (from minor repair to full replacement), interior finishes, plumbing systems, HVAC, electrical, fire protection, interior finishes, selective demolition, site preparation and improvements and minor special construction. There is a mix of both historic and non-historic houses within this project. Please note: The project also may have elements of coordination with another planned project across the Lind Point Road from this project. The separate project is expected to run concurrently and encompasses site work including roads, driveways, parking, site walls, grading, utilities, stormwater, revegetation and limited demolition; however, this separate project has not been solicited at this point. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror�s technical capability in comparison to its price. Estimated Price Range: $5 million - $10 million Estimated Period of Performance: September 2020 � December 2021 Proposal Information: Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. An organized virtual site visit and pre-proposal conference will be scheduled for June 2020 or later. Details will be provided in the Solicitation. This procurement is being competed as full and open. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
