Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services in support of the VA Portland Health Care System, Vancouver Campus Air Discharge Testing SWCCA Source Test: Per Washington State regional Southwest Clean Air Agency ( SWCAA ) air discharge quality permit, ( attached ) the following 40 CFR 60 testing is required per Appendix A, and B. EPA Methods 1 and 2 EPA method 3A EPA Method 4 60 minutes EPA Method 7E 60 minutes EPA Method 10 60 minutes SWCAA Method 9: Visible Emissions from boiler operation must not exceed zero percent opacity for more than the 3 minutes in any one-hour period as determined in accordance with SWCAA Method 9 ( See Appendix A of SWCAA 400 ). A comprehensive test plan must be submitted to SWCAA for review and approval at least 10 calendar days PRIOR to testing. SWCAA must be notified of the test date at least 5 calendar days prior to testing. Unless otherwise specified, for each boiler, testing for each constituent must consist of a minimum of three sampling runs of the duration specified by Air Discharge Permit 19-3332 Appendix A, Page 1. The results of all required testing must be submitted to SWCAA within 45 days of test completion. Unless otherwise directed by SWCAA, a single hard copy of the report, and an electronic copy of the report must be submitted. A hard copy and an electronic copy will be delivered to the VA as well. Please ensure all items from Air Discharge Permit 19-3332 Appendix A Item 4 are included in the report. Potential candidates having the capabilities necessary to provide the above stated services at a fair and reasonable price are invited to respond to this Sources Sought Notice via e-mail to Jennifer Robles at jennifer.robles1@va.gov no later than April 28, 2020, 8 AM PST. No telephone inquiries will be accepted. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: Company name, address, and business size; point of contact name, phone number, and e-mail address; whether services are presently offered on a current GSA Federal Supply Schedule contract. NAICS Code 561790 is applicable to determine business size standard. Any questions or concerns may also be directed to Jennifer Robles via e-mail. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
