THIS NOTICE IS ALSO BEING POSTED UNDER NAICS 541191, TITLE ABSTRACT AND SETTLEMENT OFFICES This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.� Respondents will not be notified of the results of the research. The U.S. Army Corps of Engineers � Fort Worth District has been tasked to solicit for and award Real Estate Appraisal and Title Services for Laredo, TX.� The Government anticipates awarding a multiple firm-fixed price Blanket Purchase Agreements procured in accordance with FAR 13, Simplified Acquisition Procedures.� Another procurement may be used based on results of the market research. This announcement is being listed under two different North American Industry Classification System (NAICS) codes to garner information from both industries.� Prior to any solicitation being issued, the appropriate NAICS will be determined: 531320, Offices of Real Estate Appraisers which has a small business size standard of $7.5M, and 541191, Title Abstract and Settlement Offices, which has a small business size standard of $11M. The Product Service Code is R402.� The type of set-aside for the requirement will depend upon the capabilities of the responses to this synopsis and other market research. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB).� The Government must ensure there is adequate competition among the potential pool of responsible contractors.� Small business, Section 8(a), HUBZone, SDVOSB, WOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources capable of performing real estate appraisals, title services or both. The award period of performance will be for up to five years.� The estimated minimum size of an order is $3,000.� The maximum size of an order is $7,000,000 with an average size order of $ 400,000. Minimum capabilities required include licenses and experience for performing Appraisal and Titles Services in Laredo, TX. Prior Government contract work is not required for submitting a response to this sources sought synopsis. Anticipated solicitation issuance date is on or about 30 May 2020, and the estimated proposal due date will be on or about 15 June 2020.� The official synopsis citing the solicitation number will be issued on Federal Business Opportunities https://beta.sam.gov/, inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm�s response to this Synopsis shall be limited to 5 pages and shall include the following information: -� Firm�s name, address, point of contact, phone number, and e-mail address. -� Firm�s interest in bidding on the solicitation when it is issued. -� Firm�s Business Size � LB, SB, 8(a), HUBZone, SDVOSB, or WOSB. -� Firm�s Joint Ventures (existing), including Mentor Prot�g�s and teaming arrangement information is acceptable -� Firm�s NAICS -� Responses to the following questions: 1.� How many appraisals has your firm performed in the past 5 years that were compliant with the Uniform Appraisal Standards For Federal Land Acquisitions? 2.� How many before and after appraisals has your firm performed in the past 5 years?� Of those appraisals, how many were Federal Rule of Before and After appraisals and how many were State Rule Before and After appraisals.� 3.� Would the appraisal products you supply be performed in-house or contracted out?�� How many in-house appraisers do you have that you could devote full time to this project? 4.� If your firm was awarded 40 appraisals could they be completed in 60 days?� 40 days?� 30 days? 5.� If your firm was awarded 100 appraisals could they be completed in 60 days?� 40 days?� 30 days? 6.� How many appraisers do you have that are qualified as expert witnesses in Federal Court? 7.� Describe your experience, capacity and approach to rapidly execute appraisals that meet federal standards; 8.� Which sub-contractor firms would you work with to conduct appraisals in Laredo, TX? 9.� What could the Federal Government do to simplify and expedite your execution of these appraisals? 10.� Can your firm provide both appraisal services and title research?� Describe what your approach would be if required to conduct title research in conjunction with production of appraisals? Interested Firm�s shall respond to this Sources Sought Synopsis no later than 4:00 PM Central Time on 27 April 2020.� All interested firms must be registered in SAM to be eligible for award of Government contracts.
