Description
Air Force Cyber Operational Testing, Engineering, and Range Support (AFCOTERS) II The 67th Cyber Wing (67 CW), 346th Test Squadron (346 TS) is the Air Combat Command�s only cyber operational test squadron.� The 318th Range Squadron (318 RANS) is the Air Force�s sole cyber range squadron. As such, the 346 TS plans, executes, and contributes as a participating test organization in a full array of operational tests of various cyber weapons and systems including but not limited to operational assessments (OA), early operational assessments (EOA) operational utility evaluations (OUE), initial operational test and evaluations (IOT&E), tactics development and evaluation (TD&E), force development evaluations (FDE) and participates in combined operational and developmental testing as a member of combined test forces. As part of the cyber test mission, the 346 TS participates in various activities of interest to the cyber OT&E community and provides technical expertise, to the Office of the Secretary of Defense, Director of Operational Test and Evaluation (OSD/DOT&E).� The 346 TS provides direct test support to the 16th Air Force (16 AF) in support of developmental operations testing (DEVOPS).� The 346 TS is the Air Force�s only TEMPEST test organization.� The 346 TS provides Unified Capabilities (UC) testing and assessments IAW the DISA UC process.� The 346 TS provides Cyber Security Assessments (CSAs) to provide vulnerability analysis in support of Cyber Vulnerability and Penetration Assessments (CVPA), which provide vulnerability assessments of systems and facilities. Scope of Work.� The primary objective of this Performance Work Statement (PWS) is to provide test and range engineering, cyber security assessments, Unit Line Maintenance, security, training and administrative/technical support for the operational testing and vulnerability assessing of cyber systems.� The contractor shall:� Provide subject matter expertise (SME) and test engineering services, to include:� notification, test concept development, planning, execution, reporting and closeout of operational tests and evaluations. Provide SME cyber range services for Cyber Test and Training Range (CTTR) in support of operational testing, combined Developmental/Operational (DT/OT), training and exercises. Provide SME services for all aspects of the TEMPEST test program Provide SME services for all aspects of the Unified Capabilities test program. Provide SME services in support of Cyber Security Assessments to include vulnerability assessments, compliance assessments, penetration testing, and Evaluated Level of Assurance (ELA) and Dev Sec Ops support Provide Administrative/Technical services for 346 TS operations to include: Training and Qualification Information management . Technical Editing . Security Management . Unit Line Maintenance Computer Technical Support Program Management To support the cyber test mission, training, exercises and mission rehearsals, the 318th Range Squadron maintains instrumented cyber ranges capable of simulating operational networks.� The cyber ranges support all forms of testing, training of operational cyber teams, AF and Joint exercises and mission rehearsal. The combined unique capabilities support the Air Force Network Operations Architecture Integration Product Team (AIPT) and sub-councils, as well as the Joint Regional Security Stack (JRSS),� Program Management Office (PMO), the Defense Information Systems Agency (DISA), the National Security Agency (NSA), the Air Force Research Labs (AFRL), the Air Force Network Integration Center (AFNIC), the United States Strategic Command (USSTRATCOM), the Cryptologic Systems Directorate (CPSD), the office of the Secretary of Defense (OSD), Air Combat Command (ACC), the 16 AF, the 616th Operations Center (616 OC), the Office of the Secretary of the Air Force (SAF/XC), headquarters, OSD/DOT&E and other agencies.� These efforts require the most advanced technical network skills and capabilities to support full operational tests, operational vulnerability assessments, policy review, risk determination, and mitigation strategies for enterprise-wide recommendations.� Advancing and precarious technologies such as but not limited to Voice over Internet Protocol (VoIP), Internet Protocol version 6 (IPv6), public key infrastructure (PKI), AF virtual private network (VPN), server consolidation, social networking services (SNS), and standardized desktop and server configurations (SDCs, SSCs) all require the special services of these unique skills to provide certification and accreditation (C&A) for Air Force use.� The task shall encompass all the tools and services known to accomplish the test, range, UC and TEMPEST missions including the operationalization of new and emerging technologies that do not currently exist.� This is the frontline defense on Air Force and DoD infrastructure security.
