- Pre-solicitation Notice Solicitation Number: 140R1020R0011 � Grand Coulee Left Powerplant, Block 31 Elevator Modernization, Columbia Basin Project, Washington Synopsis: The Block 31 Elevator, located in the Grand Coulee Dam, is a unique elevator with two modes of operation � passenger and freight. The elevator is operated with two DC motors in tandem. It has been in operation since its original installation around 1942. The Work to be performed under this solicitation includes modernizing the Block 31 elevator while preserving and refurbishing the existing DC motors, upgrading hoistway lighting, improving temperature controls in the machine room, and providing fire detection and alarm systems compatible with current Grand Coulee Power Office systems. Grand Coulee Dam is eligible for the National Register of Historic Places (NRHP). The Contractor shall protect the visual and character-defining features of elements to be removed, and of all elements to remain. The applicable North American Industry Classification System (NAICS) is 238290 and the size standard is $16.5 million. The Davis-Bacon Act applies to this procurement. We anticipate issuing a Request for Proposals (RFP) on or about May 1, 2020 at www.fbo.gov., but all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the System for Award Management (SAM) at www.sam.gov. Reclamation intends to award one firm fixed-price contract. The estimated price of the work is between $5,000,000.00 and $10,000,000.00. Any award will be based on the best value to the Government. This requirement will be solicited as a full and open procurement that will consider technical applicability, safety, experience, past performance, schedule and price in the award decision; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation.
