Description
This is a Notice of Intent to award a CPFF Task Order to Blackhawk Management Corp. (BMC) of Houston, TX on contract W56JSR-16-D-0017. The purpose of the task order is to provide depot-level maintenance requirements in support of the specific parts of the Electronic Intelligence (ELINT) Advance Quick Look (AQL) subsystem and Legacy Core AN/AWR-83(V) items of the Guardrail Common Sensor System [Receiving Set, Radio Remote AN/ARW-88(V) series]. This will be a twelve (12) month task order with no options. Contract W56JSR-16-D-0017 was awarded 28 September 2016 to Blackhawk Management Corp. (BMC) under FAR 6.302-1(a)(1)(i) ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.""� The proposed task order will provide continued services to the Guardrail Common Sensor System. The proposed acquisition action is for items and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 16.505 ""Ordering."" A determination by the Government not to compete this proposed contract acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public on beta.SAM.gov in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Interested vendors may identify their interests and capability to respond to this requirement no later than 1600 EST, Friday, 24 April 2020. �Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government in this and future procurements. Submissions will only be accepted via email.� No phone inquiries will be accepted. Posting date of this notice is 20 April 2020.
