Description
**THIS IS A DRAFT SOLICITITATION ONLY FOR A POTENTIAL FUTURE 8(a) SET-ASIDE. NO PROPOSALS SHALL BE SUBMITTED. THE GOVERNMENT IS SEEKING COMMENTS FROM INDUSTRY IN THE 8(a) PROGRAM TO THIS DRAFT SOLICITATION. ALL COMMENTS SHALL BE PROVIDED TO THE CONTRACT SPECIALIST AND CONTRACTING OFFICER NLT 4 MAY 2020 1600 EST AND SUBMITTED BY EMAIL ONLY.** This effort establishes and defines the requirements for support associated with the sustainment of the Mass Warning and Notification (MWN) and Enhanced 911 (E911) systems.� This includes enterprise Network Alerting Systems (NAS), Telephonic Alerting System (TAS), Giant Voice Integration (GVI), Audio Visual Notification System (AVNS), and E911 systems.� The MWN System (i) supports fully integrated short message service (SMS) text messaging to cell phones, e-mail notifications, and phone call notifications to users; (ii) is capable of tracking users� responses / acknowledgements to the notifications in real-time so that the Installation can have situational awareness of the event; and (iii) integrates with Giant Voice towers with the ability to target specific towers or tower groups with text-to-speech capability where applicable. The E911 System provides (i) both Automatic Number Identification (ANI) and Automatic Location Information (ALI) data to the emergency operators, which allows for tracking of the caller; (ii) recording, storing, and playback of all 911 calls placed through the system; and (iii) management of all E911 activities through a suite of software applications running at dispatch or emergency operation centers. The AVN System provides notifications through various alternative means where traditional MWN capabilities are inadequate due to high noise or lack of technology.� The various means include, but are not limited to, scrolling marquees, beacons, strobes, sirens, speakers, and paging systems. It is necessary that a single Contractor be capable of meeting all the system requirements in order to ensure proper functionality of the interconnected emergency response systems. Army Contracting Command- New Jersey (CCNJ) is contemplating awarding this effort as a single award five year Indefinite Delivery/Indefinite Quantity contract utilizing a competitive 8(a) set aside. This posting is intended solely for information and planning purposes only, and is NOT a solicitation or request for proposals. Potential offerors are invited to review the DRAFT RFP documents and provide questions and comments.� CCNJ requests that responders identify the specific solicitation document, and cite specific paragraphs where appropriate when providing questions or comments. CCNJ requests responders submit any questions or comments about the DRAFT RFP via email to Ms. Tara Elms Henderson, Contracting Officer, tara.e.henderson2.civ@mail.mil and Mr. Nicholas Glazewski, Contract Specialist, nicholas.r.glazewski.civ@mail.mil no later than COB (1600 EST) 4 May 2020; include �DRAFT W15QKN-20-R-0007� in the subject line.� CCNJ is not issuing a solicitation at this time, and this notice shall not be construed as CCNJ's commitment to issue a solicitation nor does it restrict CCNJ to a particular acquisition approach. Interested parties shall not send proposals in response to this notice, nor shall they contact any other individuals about this Notice.� Any information provided to CCNJ is strictly voluntary and given with no expectation of compensation, and is clearly provided at no cost to the Government.� CCNJ estimates it may issue a formal solicitation on the Beta.SAM.gov Contract Opportunities (https://beta.sam.gov) website after reviewing industry comments and questions and incorporating any changes that may be required.� Any future information on this acquisition will be posted on Beta.SAM.gov Contract Opportunities.� It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes. CCNJ will not inform prospective offerors if/when a full RFP is posted.
