W5J9JE20S0001 �Sources Sought Announcement for a Scheduler for United States Army Corps of Engineer (USACE), Afghanistan District� 1.�� AGENCY: United States Army Corps of Engineers (USACE) Afghanistan District (TAA)� 2. NAICS: 541990 - All other Professional, Scientific, and Technical Services� 3.�� PLACE OF PERFORMANCE: United States�� 4.�� ACQUISITION INFORMATION:� The Government intends to issue one (1) to two (2) Blanket Purchase Agreements up to $500,000 each. The anticipated period of performance is one (1) year base and four (4) one-year option periods. The Government intends to solicit and award using Simplified Acquisition Procedures and Contingency thresholds. **The evaluation factors may request previous experience in analyzing schedules for USACE construction projects. **USACE Afghanistan may restrict this acquisition to woman-owned small business (WOSB) firms however, information is requested from ALL capable firms. ** Travel is not authorized. All communication will be remotely through electronic means. Performance will not be in Afghanistan. 5. PROJECT DESCRIPTION:�� USACE Afghanistan District is seeking information regarding availability of a potential Schedulers to perform duties such as monitoring and analyzing design build construction schedules for projects in Afghanistan. The firm will be responsible for supporting USACE by analyzing contractor schedules, responsible for look ahead schedules and related reports review and analyze progress as compared to baselines schedule, monitor resources and over-allocation of resources, develop, monitor and analyze recovery schedules analyze requests for extensions review and analyze project claims. The firm will be required to independently perform and provide such services as are described in the contract and Technical Specifications, including but not limited to analysis of the construction contractors� monthly schedule updates against previous schedule and baseline contract schedule to determine impacts to critical path and non-critical path activities to establish impact to overall contract completion date. Analysis to include reasonableness of included activity durations by analyzing resource allocations for manpower and equipment, where applicable. The analysis will also compare and contrast the Contractors Project Schedule against the Scheduler�s Independent Project Schedule; including fragmented networks for change order time extensions and impacted schedules, Requests for Equitable Adjustment (REA), and claims, on the contract, if necessary. The Government will rely upon the services provided above when making determinations regarding actions it may undertake in light of reported observations, conclusions, and recommendations. Consequently, if challenged the firm shall be prepared to provide ample support for the contents of each report. Offerors should demonstrate previous experience with schedule management on USACE Construction projects (design build or design-bid-build) and should address any familiarization with USACE systems including the Resident Management System (RMS). The contractor shall be available for meetings during Afghanistan time. All meetings will be coordinated with the contractor and scheduled in advance. 6. SOURCES SOUGHT: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of firms who have the ability analyze schedules for USACE construction projects performed in Afghanistan.���� 7. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach.� It is to request statements regarding the company's ability. �Response to this Market Research is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities.� This request is for informational and planning purposes only. It is neither to be construed as a commitment by the Government, nor will the Government pay for information solicited.� Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Offerors shall submit a Capabilities Statement that addresses all the requirements of the attached Schedule Submission Requirements. Please follow the page limitations within the questionnaire. Any commercial brochures or currently existing marketing material may also be submitted but shall be limited to 7 pages. 9. ANTICIPATED PUBLIC ANNOUNCEMENT & AWARD: Depending on the results of the Market Research, the Government intends to solicit the requirement April/May 2020. The anticipated award date is June 2020.� 10. SUBMISSIONS AND RESPONSES DUE: Please submit the attached Scheduler Submission and other documents relative to the firm�s capabilities.
