Description
Release of Draft Plans/Specs on Upcoming Acquisition: For Information Purposes Only. The Government may consider comments and inquiries while preparing the final plans and specs; however, the Government is not seeking comments and may not provide responses to inquiries. The Government Reserves the right�not to incorporate comments or any suggested changes. The Biscayne Bay Coastal Wetlands Contract 5 covers the design of Pump Stations S-703, S-705, S-710, S-711, an inverted siphon (S-707), a spreader canal (C-711E), and a seepage ditch (C-711W). Additionally, a culvert, on the south bank of C-103, between S-710 and S-711, will be removed. S-703 is a 50 cfs pump station located at the intersection of theC-102 and L-31E Canal. S-705 is a 100 cfs pump station located on theL-31E Canal at the intersection with the C-102. S-710 and S-711 are both40 cfs pump stations located on the south bank of the C-103. C-711E andC-711W will be located in the lands to the south of C-103. C-711E will bethe spreader canal/system for S-711. C-711W will collect the seepage water from this land (on the west side), and return it to C-103. The inverted siphon will be located at the intersection of Military Canal and the L-31E canal, connecting the L-31E canal. S-703 will pump water from the L-31E Canal/C-102 into wetlands east of the L-31E Levee and north of the C-102. S-705 will pump water into an L-31E Canal segment, south of C-102 and north of C-103. The water in this segment will flow, through culverts, into wetlands east of the L-31E Levee. S-710 and S-711 will pump water from C-103 into the lands (through spreader systems) south of C-103. S-707 will join the L-31E Canal under Military Canal, which will be the spreader canal for S-705 and S-709 (from Contract 4). Pump station S-705 will also feature a 72-inch culvert with a slide gate to pass flows during emergencies when the pump station is not operable. The pump stations will have manatee protective barriers and trash racks. The slide gate will be operated by an electric-motor actuator. Controls will be located in a stand-alone, precast concrete building adjacent to the pump station structure. The pumps and gate will have remote operation capability. Construction activities include installation of precast concrete, H-piles, king piles, sheet piles, concrete piles, precast concrete, cast-in-place concrete, tremie concrete, flowable fill, an HDPE culvert, a slide gate, precast, concrete, control buildings, pumps, pump platform, pump station controls, electrical work, lighting, lightning protection, fencing, excavation, backfilling, stockpiling, clearing and grubbing, grading, placement of topsoil, sodding, limerock road topping, riprap and bedding stone, installation of stilling wells, stilling well platforms, staff gauges and floating barriers. Additional construction activities may include dewatering, and installation of cofferdams. In water construction utilizing divers will be necessary, because dewatering is difficult due to the local geology and high conductivity �The project is located in/near Biscayne National Park (BNP), Miami-Dade County, Florida, along the L-31 East levee, east of Homestead Air Force Base, north of North Canal, and on/south of C-102. The project area is the L-31E Flow-way. The solicitation will be issued on or about�01 June 2020 and proposals will be due on or about�01�July 2020. The plans and specifications are published for�informational purposes only. Bidder inquiries or contractor questions will not be answered at this time; only after an actual solicitation or invitation for bids will questions get answered.
