- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information ONLY. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs North Texas Healthcare System in Temple, Texas, intends to award a firm-fixed price contract, for the purchase of Accu-Chek Inform II Remote Automated Laboratory Systems (RALS) Software technology System. (See below Statement of Work for more information). The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women-owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 325413. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. ***Brand-name ONLY *** Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. If you are an authorized distributor or reseller, please provide a letter of authorization from the original equipment manufacturer. Please advise if you carry the products for this requirement. Please submit all information to Myrtis Clemons at Myrtis.Clemons@va.gov no later than Wednesday, April 22, 2020, 5:00 PM ET (4:00 PM CT). RALS Statement of Work I. SCOPE OF WORK: The Remote Automated Laboratory Systems (RALS) Software technology System License Agreement is part of the point of care testing connectivity software that is used to post patient test results to the electronic patient record (VISTA/CPRS). The RALS software enables review and release of patient results to the LIS directly from each unit. It allows the ability to manage, update, review and troubleshoot quality control results, operator and device issues remotely. This software allows the end user to�monitor tests done at the point of care and to meet numerous accreditation requirements for laboratory tests performed at the Audie L. Murphy VA Medical Center. This module is specific for the Accu-Chek Inform II. There are 115 analyzers currently connected to VistA using RALS at various locations throughout the hospital and outpatient clinics ������ The software license agreement ensures a continuity of services for this medical center utilizing the server which is already in place. The term of this license agreement shall commence as of the license effective date and shall remain in effect as long as the STS is licensed hereunder. The term of each license granted hereunder shall remain in effect for duration of the purchase order. The Technology License includes service, support, updates and hardware maintenance. The supply of RALS-Plus for the use by Customer is governed by the terms and conditions of the RALS Software Technology System License Agreement. The contractor shall provide RALS Web 3 devices modules and interfacing and download sites to include: 1. Software Components: RALS-Web 3 device software module for the Accuchek Inform II RALS Remote Connect (RRC), if applicable Other third party software, depending on system specifications. 2. Other Components: RALS User Documentation will be provided in the current medium. Standard Training, instruction and consultation for the Customer required for the use of the RALS STS. RALS Download Site connectivity 3. Hardware Components Provided ABBOTT RALS Dataports if applicable Information Management System 4. Standard training, instruction, and consultation for the customer required for the use of the RALS modules 5. RALS Download site connectivity hardware components RALS dataports if applicable The term of this license agreement shall commence as of the license effective date and shall remain in effect as long as the STS is licensed hereunder. The term of each license granted hereunder shall remain in effect for duration of the purchase order. The VA only commits to purchase orders of up to a year (12 months). II. CONFORMANCE STANDARDS: The contractor s performance must be in compliance with all applicable state, federal and local laws and regulations. III. HOURS OF WORK: The Warranty is in effect for the entire duration of the contract. The contractor provides 24 hour, 7 days a week Technical Support by calling 1-877-627-7257. The Technical Support is available Monday through Friday, 8:30 a.m. to 5:30 p.m., EST. After business hours including weekends and holidays, an answering service is available with a 30 minute call back. IV. PREVENTATIVE MAINTENANCE: 1. The Contractor shall provide free upgrades at no cost to the medical center 2. The Contractor provides documentation of services performed. V. EMERGENCY REPAIR SERVICE: 24-hour Technical Support is available Monday through Friday, 8:30 A.M. to 5:30 P.M., EST. The phone number is 1-877-627-7257. After business hours including weekends and holidays, an answering service is available with a 30 minute call back. VI. PARTS The contractor shall furnish all parts as described in the Scope of Work section as covered by this contract, in accordance with the Conformance Standards Section (section II).
