- SOURCES SOUGHT COVID-19 National Emergency Veterans Healthcare Adminstration This Sources Sought Synopsis if in support of the COVID-19 National Emergency. The Veterans Healthcare Administration has an immediate need for various types of Personal Protective Equipment (PPE) including the following (we prefer larger quantities due to the national scope of this request): N95 Particulate Respirator (NIOSH approved) (KN95s are not currently allowable regardless of FDA status) Hospital/Surgical Gowns (AAMI Level 4 Surgical and AAMI Level 2 Isolation) Program Contracting Activity Central is soliciting information including quotes and terms from contractors who can agree to the following terms and meet the following criteria, if you do not meet the following criteria then please do not respond to this SSS: No Advance Payment (Payment upon inspection and delivery) Expedited Delivery (within 10-14 days ARO) Current registration at www.sam.gov Extensive experience with the Federal Government Substantial financial resources to be able to deal with the volatile market for PPE FOB Destination Please provide responses to the SSS to kymberly.morgan@va.gov , Nathan.Pennington@va.gov and Nicholas.sparks@va.gov through May 15, 2020. Due to the fact that this requirement is in support the COVID-19 National Emergency, PCAC reserves the right to take offers received under this SSS and make awards under Unusual and Compelling Urgency authority under 41 USC �3304(a)(1), as implemented by FAR 6.302-2. PLEASE NOTE: The VA will notify the VA Office of Inspector General and/or the Department of Justice of any contractor who is suspected of intentionally misleading the VA regarding their ability to perform the requirements as stated above. This includes, but is not limited to: misrepresentation of a contractors OEM authorization to sell a product, misrepresentation of the products FDA or CDC's approval/certification, misrepresentations of existing stockpiles available to meet the delivery schedule, misrepresentations of a contractors ability to manufacture a product in meeting the agreed upon delivery schedule, or any other intentionally misleading or deceptive actions that are raised to the attention of the VA.
