- Page 2 of 3 THERE IS NO SOLICITATION AT THIS TIME. This request is for information only and does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred associated to this request for capability information. The U. S. Department of Veterans Affairs (VA) and the Murfreesboro VA Medical Center desires to lease approximately 5,700 Rentable Square Footage (RSF) of real property space to yield up to approximately 4,400 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) in Dover, TN. Tennessee Valley Healthcare System requires a fully serviced Lease for the Dover VA Clinic. The following design criteria is based on requirements for new construction. Lessors responding to the Request for Proposal may propose alternatives to the requirements below if existing space, with light to no renovations, is being proposed. Alternatives and variances from the Agency Specific Requirements shall be clearly identified in the offer. The Department of Veterans Affairs will consider existing space that complies with all current building, seismic, and ADA code requirements. The Space shall be located in a new or existing, modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the VA. The design of the building shall reflect the state-of-the-art VA care model. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or complete renovation for the Space with modern conveniences. On-site parking for 35 vehicles is required with 5% of the spaces being reserved. A lease for up to 5 years will be considered, one (1) years firm and four (4) years non-firm. The space shall be designed to accommodate the space requirements in Table 2. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov/ and have the technical skills and financial capabilities necessary to perform the stated requirements. Only SDVOSB and VOSB firms are requested to submit a Capabilities Statement to VA for review. SDVOSB and VOSB firms may provide a Capabilities Statement if they are interested in participating in this project. A submission checklist and information sheet is provided below for firms to fill out and submit, which will serve as the firm s Capabilities Statement. Capabilities Statement Will Include: 1. Company name, address, point of contact, phone number, Dunn & Bradstreet number, and e-mail address; 2. Evidence of SDVOSB or VOSB status through registration at VIP (https://www.vip.vetbiz.gov/); 3. Evidence of ability to offer under NAICS Code 531120 and listing in the System for Award Management (www.SAM.gov), including a copy of the representations and certifications made in that system; 4. A summary describing at least three (3) projects of similar size and scope completed in the past five (5) years that demonstrate your company s experience designing, constructing, and managing Federal leased facilities or health care facilities relevant to the project described above. (3-page limit); 5. Evidence of capability to obtain financing for a project of this size. If desired, the company may also submit a narrative describing its capability. Although this notice focuses on SDVOSB and VOSB, we encourage all small businesses and other interested parties to respond for market research purposes. Expressions of Interest must be submitted to the Contracting Officer by 3:00 pm Central Time, Thursday, May 1, 2020 response after this date will not be considered. Please include the following information: Building name, address and location of available space Amount of offered space in Rentable Square Feet (RSF) and American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Building ownership information, brokers or legal representatives must show written acknowledgement and permission to represent the property. The Department of Veterans Affairs does not cover Broker s Fees.
