- The purpose of this amendment is to notify potential applicants that this advertisement will close at 1:00pm EST on Thursday, April 30, 2020.� New applications in response to this advertisement will not be accepted after this time.� The Roster of candidates that has been created following evaluation of those who applied prior to the deadline may be used by Peace Corps to fill Roving Director of Programming and Training personal services contract opportunities that arise on or before January 31, 2021. This is an open and continuous solicitation. Contracts will be competed from the pool of qualified applicants as Peace Corps Roving Director of Programming and Training (DPT) Personal Services Contract (PSC) positions come available. Peace Corps (PC) seeks candidates highly experienced in programming, training, and evaluation with the ability to travel on extended assignments to support posts in the Africa (AF), Inter-America and the Pacific (IAP), and/or Europe, Mediterranean, and Asia (EMA) Regions as a Roving DPT personal services contractor. The Roving DPT will work in an overseas Peace Corps post to provide overall vision and direction for post-level programming, training, and evaluation activities and to supervise and mentor a multi-cultural programming and training staff. The Contractor provides services for the management of a diverse range of program and training initiatives, strategic planning, monitoring, evaluation and reporting and manages strategic partnerships at the post-level. The Contractor ensures that programming and training teams have the skills and support needed to provide high quality Peace Corps Volunteer/Peace Corps Trainee (PCV/T) support and management. The Roving DPT reports to, and is supervised by, the Chief of Programming and Training of the Region to which they are assigned. The Roving DPT is a senior staff member of the country team actively involved in all aspects of Peace Corps operations, including programming, training, evaluation, and overall PCV/T support. He or she will also serve as a leader, contributing to the vision and management of the post and ensuring quality programming and training. See attached Statement of Work for complete description of responsibilities. Working Conditions: Flexible work schedule and frequent travel. This position requires travel 100% of the time on overseas assignments to support a post's programming and training needs, and therefore requires extreme flexibility and adaptability. Within overseas assignments, the�Contractor may travel up to 20% of time in the country to which they are assigned. The anticipated Personal Services Contract(s) (PSCs) will be for a one-year period with up to three (3) or four (4) option years, exercisable based on satisfactory performance, availability of funds, and continued need. Depending on specific position requirements, certain contracts will be written as full-time (260 work days authorized per contract year), whereas others will be written as intermittent (less than 260 work days authorized per year). For intermittent contracts, the work schedule will be full-time on an as-needed/intermittent basis, with up to 260 work days authorized per contract year. No minimum number of work days authorized per contract year or work days per contract year actually worked are guaranteed. Compensation and Benefits: Pre-tax compensation will be negotiated within the appropriate range for the position at the discretion of the Peace Corps Contracting Officer. Items of consideration may include salary history and experience. Benefits will be offered for this position in accordance with guidance provided by Peace Corps' Sub-Office of Acquisition and Contract Management. Relocation costs will not be covered by Peace Corps. US Citizen Contractors must be registered in the Central Contractor Registration before being awarded a Federal Government contract.� Registration can be completed at: https://www.sam.gov. � Required Qualifications: * United States Citizenship - required for some positions and not required for others.* * Minimum two years' experience living and working in a developing country. * Minimum two years' experience developing and leading training on relevant topics for staff and volunteers. * Supervisory experience. * Ability to work with confidential situations. * Ability to develop working relations with the U.S. American Embassies. * Ability to communicate effectively orally and in writing in English. * Ability to relocate to other overseas posts for undefined periods of time. * A background security investigation will be required. The contract award will be subject to the contractor's successful completion of a background security investigation. For United States Citizens, a Top Secret background clearance is required. * The contract award will be subject to the contractor receiving adequate medical evaluation and clearance for overseas assignments worldwide. For United States Citizens, a worldwide medical clearance is required. Desired Qualifications: * Experience serving in a role comparable to a first-level manager or higher (e.g. Director or Deputy Director of Programming and Training, Training Manager, Regional Manager or Program Manager) in an overseas environment. * Experience with Peace Corps or another international volunteer organization. * Familiarity with Peace Corps' development approach, programming training and evaluation guidance, policies, procedures, and systems. * Experience leading and supervising multicultural teams to design, implement and evaluate office/post unit-level programming and training activities and functions including onboarding, establishing, managing, and evaluating work plans, assignments and overall performance of programming and training staff; * Experience providing high quality staff, volunteer, and trainee support and management. * Experience consulting with senior leadership on challenging volunteer support issues. * Country or Region-specific experience related to the possible countries of assignment. * Skill in language(s) related to the language(s) utilized in countries of possible assignment. The evaluation of candidates at this stage will be based on the following criteria: *Experience providing multicultural staff, volunteer, and trainee support and management; *Experience setting vision and direction for programming and training activities; *Experience leading and supervising multicultural teams to design, implement and evaluate office/post unit-level programming and training activities and functions including onboarding, establishing, managing, and evaluating work plans, assignments and overall performance of programming and training staff; *Experience developing and enforcing policies, procedures, and program management; and *Experience consulting with senior leadership on challenging volunteer support issues. Based on the outcome of the interview, an applicant's name will be placed on the Roving DPT Roster. When a Roving DPT opening at Peace Corps has been confirmed, everyone on the Roster who is of the citizenship required for that position (i.e. US citizenship required vs. US citizenship not required), and who indicated in their application materials that they wished to be considered for the type of position open (i.e. full-time vs. intermittent), will be contacted. The names and information for all interested candidates are then sent to the Chief of Programming and Training for the Region where the position will be principally located, where they may be contacted to participate in additional interview(s) and/or evaluation measure(s). The competitive evaluation of candidates at this stage may be based on the criteria specified above, including the results of the initial interview and rankings of Roster applicants based on the initial interview scores, as well as the consideration of other criteria such as: * Past performance in similar positions (both formal and informal information regarding past performance may be sought by Peace Corps and considered). Past performance information may be obtained on both hard skills (i.e. technical experience and expertise, quality and timeliness of work product produced, etc.) and soft skills (i.e. professional judgment, professional demeanor, leadership abilities, ability to work as a member of a team, etc.). * Country or Region-specific experience related to the possible countries of assignment. * Skill in language(s) related to the language(s) utilized in countries of possible assignment. Based on the outcome of those additional application reviews, interview(s), and/or other evaluation measure(s), a candidate will be chosen to fill that Roving DPT personal services contract opening.
