- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-4 dated January 15, 2020. The solicitation number is�2020r3101005a this solicitation is issued as a request for quote (RFQ). This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is�561621 - Security Systems Services (except Locksmiths), with a corresponding small business standard of $11.0 million. The Product Service Code (PSC) for this requirement is�N063 - Installation of Equipment-Alarm, Signal, and Security Detection Systems. Only offers from small businesses will be considered for this solicitation. A site visit of where the work will be performed is highly recommended. Site visit may be arranged with Mr. Aaron Haynes at aaron.haynes@ibwc.gov by COB 4/14/20. While attending the site visit all vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted. Offer due date/Local time: April 23, 2020; 2:00 pm MST. Description: The International Boundary and Water Commission, United States Section (IBWC) requires�Security System Maintenance for IBWC Lower Valley Rio Grande Valley (Mercedes Field Office, Anzalduas Dam, and Retamal Dam). This procurement consists of a Base period plus 4 (12 month) option periods. Please quote unit price and total price for Contract Line Item Numbers: CLIN 001 thru CLIN 005. The destination for FOB Destination shall be the Lower Valley Rio Grande Valley. Evaluation of Offer � The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Those are basic costs for those services. There is no monthly invoice. We will be invoice annually (one time) for those inspections, licenses, and monitoring. The contract is a not to exceed amount. We will be billed once annually for these basic requirements and billed when service calls are made. There is no monthly billing. This is an on call service. 4/8/20 Q&A: Is the LRGV Inventory, a spare parts listing of the items that can be used for repairs during service and the annual PM inspection? Currently installed item to inform you of what may require repair in the future. If we are responding to a service call that is placed by the Security Services Division (SSD), once we determine how much time is needed for the repair, do we stop and send a quote to SSD for the labor needed to make the repair? Or is the labor to be included in this proposal that we are preparing? You will provide me with an estimate. In the event of a repair call, you would troubleshoot and let me know what it will take to repair it. During the annual Preventative Maintenance Inspection, if we determine a piece of equipment is not working, do we stop and send a quote to SSD for the labor needed to make the repair? Or is labor for these types of calls to be included in this proposal that we are preparing? It would be considered an on-call repair. 4/10/20 - Additional Information: While attending the site visit all vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance. The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror. What are the proposal requirements? There are required annual costs, such as CCURE license, camera licenses, alarm monitoring, and annual inspection. That is what we are asking for. lease provide the proposal to reflect the absolute annual costs of those requirements. All other services (repair/troubleshoot) are on an on-call basis and cannot be factored into a proposal because we don�t know when something is going to break. � During the annual inspections if repairs are identified does the contractor prepare a repair quote for the government's approval? � Yes. � In paragraph 2 scope of work it states that �The contractor shall possess the capability to supply loaner equipment in the case of a failure until a permanent component can be installed. Any replacement components shall be of the same or like item of equipment and meets compatibility requirements of the security system.� � Are these loaner parts Government purchased or Government provided?� Contractor would provide the items. � Are these loaner parts Contractor purchased and Contractor owned? Contractor would provide the items.� Contractor owned. Chances are, you may have a loaner item on hand. Understandable that you cannot maintain a whole inventory of our facilities. We understand that sometimes you would have to order loaner parts, which really, are just replacement parts. Each issue can be handled on a case-by-case basis. � Does the Contractor or the Government pay for parts required to make unscheduled repairs? Contractor provides the repair parts, then invoices the government. � In Paragraph 2 it states that �The Contractor will ensure that the alarm monitoring is updated annually with no interruption in services.� Does the contractor pay for the monitoring service? Yes. Contractor coordinates with a local monitoring services and pays for the annual subscription. That is one of the invoices that the government would receive annually from the Contractor. Is there a Monitoring Service that is currently performing this service? No. � What is the name of the current provider? You will have to coordinate for one. � What is the annual cost for the current monitoring agreement? You will have to coordinate for one.
