- Questions and Answers for Fire Damper Testing and Inspection 1. Will the facility have staff to shut down or place fire alarm system in test mode for testing of dampers? Answer: Staff will place fire alarm system in test mode. 2. Will facility staff reset fire alarm system after testing? Answer: If need arises. 3. Will the facility have staff to shut down HVAC systems during fire dampers testing? Answer: If need arises. Most damper testing is done at access point for the damper. 4. Does the facility fire protection drawings (showing fire walls/smoke barriers) available with fire damper locations? Answer: Yes, drawing is available for most areas. 5. Does the facility have past fire damper report indicating locations of dampers with no access? Answer: Yes, past report is available. 6. Is it the intent of the Medical Centers policy (ICRA) to have containment for removing one ceiling tile? Answer: One ceiling tile can be removed for inspection, more than one will need a PICRA. 7. Is it the intent to have containment of every damper tested? Answer: No. 8. Is it the intent of the contract to provide new drawing at the end of testing /inspection or the marked-up set? Answer: Inspection report will need to have pictures and location of damper s inspected. 9. Will the facility provide Fire Protection drawings to the contractor with fire damper location after the award, prior to conducting testing and inspection? Answer: No, intent is to have an escort with old damper report which has basic location. 10. Will it be possible to work after hours and weekends? Answer: Yes. 11. Will the facility have staff available to shut electric breakers off during the testing of fire dampers that have electric actuators? Answer: Last inspection did not require breakers to be shut-off. Testing was completed at the damper s electronic actuator. 12. Does the facility know the locations of electrical breakers to the fire damper actuators? Answer: N/A. 13. Are the fire/smoke dampers connected to the fire alarm system? Answer: Yes, the fire dampers are connected to the system. 14. What type of fire alarm system is currently at the hospital? Answer: Notifier. 15. Who is the current fire alarm service provider? Answer: Provider: Johnson Controls. 16. When question(s) must be submitted? Answer: Question(s) must be submitted in written form via e-mail to the Contracting Specialist at Alberto.Velazquez-Santiago@va.gov no later than APRIL 17, 2020 AT 1:00 p.m. EASTERN STANDARD TIME. 17. What is the Period of Performance? Answer: The performance period shall include 1 year, where a year is defined as 12 months.
