Description
This sources sought announcement is a request for market research purposes and information only.� This is NOT a solicitation and NO Quotes or Proposals are being requested or accepted.� No contract will be awarded from this notice.� No reimbursement will be made for any costs associated with providing information in response to this notice.� Market research is being conducted to determine if there are a reasonable number of interested businesses with the capabilities to provide chinking and daubing on a historical cabin on the Uinta-Wasatch Cache National Forest in Logan, Utah.� The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of interested parties including, Large Business, Small Business (SB) Under the Size Standard of $16,500,000.00; 8(a); Historically Underutilized Business (Hubzone); Service Disabled Veteran-Owned Small Business (SDVOSB); and Women-Owned Small Business (WOSB).� Responses received, will be used in determining the type of solicitation to issue.� The Government reserves the right to cancel this sources sought. The Uinta-Wasatch-Cache National Forest anticipates soliciting for the Tony Grove Historical Building Chinking and Daubing.� The Government is seeking responses from vendors interested in and capable of supplying the required services. The service required is removal of existing chinking/daubing and installation of new chinking/daubing and repair of the brick and mortar chimney. The horizontal spaces between logs are usually filled with a combination of materials that together are known as ""chinking"" and ""daubing."" The chinking is the material used to fill the gaps between logs and provides a base for the daubing to adhere to. The daubing is the mortar that seals the gap between logs. This work needs to be done using traditional materials as recommended by the Secretary of the Interior's Standards and Guidelines for the Treatment of Historic Properties and in compliance with the agreed upon methods between the Forest Service, Uinta-Wasatch-Cache National Forest, Logan Ranger District and the Utah Division of State History, State Historic Preservation Office (SHPO). This work must be completed as it would have been done historically. Newer log construction uses synthetic materials for the mortar, but these newer products are not compatible with historic log cabins both in look and in how the material interacts with the logs and cannot be used. Also, the contractor must be able to do mortar analysis, i.e. taking a sample of the original 1907 mortar (which still exists on the interior) and match its composition and color. This is necessary so the replacement mortar will have an almost identical composition to the original mortar, in order to retain the historic character of the cabin. The associated North American Industry Classification System (NAICS) code for this work is 238140 � Masonry Contractors which carries a small business size standard of $16,500,000.00.� It is anticipated that the Tony Grove Historical Building Chinking and Daubing will be procured by a firm fixed-price contract. All interested businesses are encouraged to reply to this announcement.� The Government is requesting that interested parties furnish/address the following information: 1.� Company name, address, point of contact, telephone number, and e-mail address. 2. Type of business (Large, Small, 8(a), Hubzone, Service Disabled Veteran Owned Small Business, or Woman Owned Small Business) 3.� Scope of Historical Site Preservation Services provided and geographic area of coverage of service. 4. Listing of completed projects utilizing this or similar process done according to the Secretary of the Interior�s Standards and Guidelines for the Treatment of Historic Properties.� Include Past Performance reference contact information. In order to determine the extent of industry interest and capability, interested parties must submit responses by email to Christine Hansen, christine.m.hansen@usda.gov no later than April 30, 2020 by 1:00 PM Mountain Time.�
