Description
Synopsis: This is a Request for Information (RFI). �This is NOT a solicitation for proposals, proposal abstracts, or quotations. �This notice is for MARKET RESEARCH PURPOSES ONLY, and in no way obligates the United States Government to issue a solicitation or otherwise make a contract award.� The Defense Threat Reduction Agency (DTRA) is seeking eligible performers who are qualified to conduct and accomplish the requirements specified in this RFI. ��� Background: DTRA operates a mock-up of a chemical and biological production facility, consisting of open frame mounted chemical synthesis platforms that can be configured for multiple synthetic pathways to emulate theoretical or practical chemical and biological warfare threats. These have been used in the past to simulate real world threats.� This facility is used for exercises, training, process & capability evaluation and more. Purpose and Objectives: This effort concerns qualifications and provisions of a site-manager in support of an asset that simulates Chemical, Biological, (CB) production facilities. The effort supports the National Counter-Weapons of Mass Destruction (WMD) Strategy, providing training and assessment opportunities. This RFI is released to assess industry�s ability to support one of those simulated facilities. Performing and coordinating the maintenance, and understanding Hazardous Material (HAZMAT) processes, is necessary to maintain the performance of the facility. Operating this facility imposes a unique set of requirements upon the performer. General Requirements: The following requirements, capabilities, and deliverables are being sought. Provide a Site Manager on location to perform maintenance and operational support as directed by the DTRA Point of Contact (POC). At a minimum the Site Manger will perform the following tasks: Maintain existing Chemical and Biological production facilities; daily activities may include, but are not limited to, �performing rust mitigation and other environmental/site maintenance, cleaning, purchasing appropriate tools and materials for such activities, as well as receipt, inventory and storage of chemical deliveries. Reconfigure existing Chemical and Biological production facilities to support tenant use requirements. Maintain, repair, or replace commercial heating and air conditioning units as required. Operate various process control systems during production runs, to include repair of Programmable Logic Controller. Coordinate with DTRA and host site for hazardous waste disposal, including preparation, storage and pick up. Maintain, update, repair, or replace process automation, instrument, automation, and onsite IT interfaces and networks. Operate and maintain lightning protection system which may include, but is not limited to: Strike Termination Subsystem, Conductor Subsystem, Grounding Electrode Subsystem, Equipotential Bonding Subsystem, Surge Protection Subsystem Review and execute user Operational Security (OPSEC) Plans to protect low signature facility operations. Provide maintenance supplies, consumables, equipment, Personal Protective Equipment (PPE), portable toilet and additional support personnel as required to complete tasks as directed by the DTRA POC. The Site Manager shall meet the following requirements: Extensive experience with modular Chemical and Biological production facilities to include reconfiguration, maintenance & repair. Experience with Site maintenance The Site Manager must hold and maintain the following facility certifications HVAC maintenance and control NTT certifications (Boilers and Fiber Optics) Chemical and hazardous waste certifications (90 day accumulation and RCRA) The Site Manager and support staff must meet the following criteria: Hold or be eligible to hold a SECRET clearance Be a US citizen NOTE: For larger tasks, assistance may be required from additional support personnel. The site is remote and work will primarily be performed alone. The Site Manager must be self-motivated to ensure the facility is fully operational at all times. Response Requirements: The U.S. Government invites sources to respond to this RFI that have the capability to meet these parameters.� Responses shall be limited to five (5) pages.� Pages not included in the total page count are the cover page, the cover letter and the table of contents. Any and all information submitted in response to this notice is strictly voluntary and in no way obligates the U.S. Government to a monetary compensation or otherwise to make a contract award.� The U.S. Government will not return any submitted data and information.� The responder may solicit input on technical aspects of the responses from non-government consultants/experts bound by appropriate non-disclosure requirements. Submission Instructions: Responses shall be limited to five (5) 8� x 11 pages and shall: Confirm source�s ability and interest to meet purpose and objectives provided Identify any aspects of the requirements stated that cannot be met and any issues/concerns with the requirements as stated Detail how Purpose and Objective can be implemented in 30 days. Provide information on past performance including: Developing Chemical Hygiene Plans and Chemical Safety Standard Operating Procedures (SOPs) Developing/implementing a Quality Assurance Plan (QAP) Experience operating and maintaining Chem/Bio mobile facility (including hazardous waste handling, procuring/installing/certifying laboratory equipment, and performing safety/security laboratory upgrades) Delivering laboratory safety/security and/or diagnostic training Experience in identifying and mitigating/resolving potential safety/security issues The responder should provide information to DTRA RD-CBS at dtra.belvoir.rd.mbx.cbssubmissions@mail.mil��no later than May 4, 2020. DTRA does not plan to answer questions in response to this request. Confidentiality: No classified or confidential information should be included in your response.� The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).� Any proprietary information should be clearly marked.�
