- BRIEF DESCRIPTION: This project shall provide advanced Resource Conservation and Recovery Act (RCRA) training for up to 75 personnel involved in hazardous waste handling and management at Naval facilities.� The anticipated location is a Naval or Marine Corp Installation in the San Diego, CA area.� Due to evolving COVID-19 restrictions, instruction may be moved online if deemed necessary by the Navy. The training shall focus on regulatory compliance, with a particular emphasis on training, documentation, and waste stream determination requirements, and Navy policy. The training shall also reference safety, packaging, labeling, handling, transportation, and turn-in procedures.� A module of the training must include California specific Title 22 requirements.� Training must take place before 30 SEP 2020. QUALIFICATIONS: The training shall be delivered by a qualified environmental engineer or environmental scientist with a minimum of 15 years of specialized RCRA training/instruction experience and recent experience delivered to a DoD client with in the past 5 years.� Expertise in California specific requirements is a must. EXTENDED DESCRIPTION: The Contractor shall develop training content and adequately prepare to deliver a professional state-of- the industry hazardous waste training, specific to the needs of Naval Facilities Engineering Command Southwest (NAVFAC SW) and Navy installations in the southwest. The Contractor shall provide a 3-day (24-hour) training course taught by an environmental engineer or environmental scientist with extensive specialized RCRA training/instruction experience. The training shall address the regulatory requirements found in 40 CFR 260-279 and California Title 22. The course shall be taught in a manner that is clear, understandable, and hands-on.� The Government shall provide the training classroom, tables, and chairs at a venue for the selected location. The Contractor shall make arrangements to provided the required audio-visual presentation equipment including projectors, screens, microphones and speakers. Instruction shall be provided from 0730 to 1600 each day.� Course materials shall include one high-quality perfect-bound paper reference book of the current federal hazardous waste regulations (40 CFR Parts 148, 260-271, and 273-280); one class notebook with agenda, topics, examples and exercises; and one high-quality perfect-bound paper companion book that provides easy to understand analysis, interpretation, and suggestions for compliance with common, contentious, and frequently misunderstood regulations for each attendee. The companion book should include in-depth discussion of: Point of Generation and Waste stream determination Rules for Management of HW, with a focus on LQG and SQG Generator Issues, RCRA Issues related to reuse, recovery, and recycling Land Disposal Restrictions Disposal of wastes in sanitary drains leading to publicly-owned treatment works Regulations pertaining to permitted HW container storage facilities. Container Requirements Universal Wastes Used Oil What constitutes Treatment (what can be done without a permit) Preparing for Inspections, avoiding NOVs and mitigating Enforcement Actions The contractor may propose and use alternate reference materials, subject to Navy review and approval.� The training shall involve practical applications of RCRA and be tailored to states in the CNRSW Area of Responsibility (California, Arizona, Nevada, New Mexico and Colorado). The course shall include Navy examples, including examples used in previous RCRA training classes. This course shall also include a Waste stream Determination Form example with a waste stream provided by the Navy. The training topics shall include those listed below and shall address Navy applications where possible: Overview of RCRA Program in California Hazardous Waste Contingency Planning Solid Wastes Characteristic Wastes Listed Waste Mixed & Derived From Rules Three categories of Generators Satellite Accumulation Laboratory Accumulation 90/180/270 Day Accumulation Container Standards and Issues Depainting Blast Media/NORM Vehicle Painting Range Residues Universal Waste Regulations e-Wastes, aerosol cans, wipes Used Oil Management RCRA Air Emissions Land Disposal Restriction Requirements Contained In Policy Remediation & Major Contaminated Soil Demolition & Major Hazardous Debris Significant Rule Changes in last two years Major RCRA Rules Under Development Case Studies (typically Navy Facility and situations) Pharmaceutical Wastes Universal Waste Universal Treatment Standards Rules for applying characteristic codes to listed wastes Alternative treatment standards for contaminated soil Manage hazardous debris Dilution Rules Recycling exemptions Air Emission control subparts AA and BB The Contractor shall provide a draft agenda for Navy review prior to the course start date. The Contractor shall address Navy comments and incorporate into a final training agenda. The Contractor shall ensure the training schedule allows for short breaks of ~10 minutes on an approximately hourly basis. The Contractor shall provide training course notes and an up-to-date companion book that provides analysis and interpretation of the regulations for each attendee.� The Navy will be responsible for announcing the course to Navy Region Southwest and registering attendees. The Navy will provide the attendance list to the Contractor approximately two weeks prior to the course start date. The Contractor shall provide course completion certificates to all attendees after course completion. The Contractor shall provide audio-visual equipment required for the instructor. If the Contractor utilizes subcontracted instructors, the Contractor shall provide on-site oversight, and training facilitation and support. CONTRACT DELIVERABLES: (1) Draft Training Agenda (Electronic Copy) NLT 2 weeks from the date of award (2) Final Training Agenda (Electronic Copy) NLT 2 weeks prior to course start date (3) Hard Copies of the Training Course Notes, RCRA Guidance Manual along with copy of RCRA regulations NLT 1 week prior to course start date (4) Course Completion Certificates NLT 1 week after the course
