- The Office of the Comptroller of the Currency is issuing a Sources Sought as a means of conducting market research to delineate the capabilities of companies who can support the requirements and to determine the availability of potential business sources, including small businesses, for a requirement for hotel lodging, meeting space accommodations, and business center support services, in support of Office of the Comptroller of the Currency (OCC) Uniform Commission Examination (UCE) certification program . The contractor shall provide The OCC with facilities and services in Central or Eastern Time Zone cities near an international airport, with a large hub to provide guest rooms, meeting rooms and services for OCC�s Uniform Commission Examinations (UCE). The Uniform Commission Examination (UCE) is an OCC certification program used to assess the skills and practical knowledge of potential National Bank Examiners.�A commission from the Comptroller of the Currency signifies that a National Bank Examiner is qualified to perform examinations of national banks, federal savings associations, and their affiliates and bank service corporations.� The purpose of this Sources Sought notice is to facilitate the Government�s determination for the availability and technical capability of Small Businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms, Certified 8(a), Service-Disabled Veteran-Owned Small Business and Woman Owned Small Business) to provide the required services. DISCLAIMER: This Sources Sought notice is for informational purposes only and IS NOT a request for proposal/quotation. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Response in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. The Government will not be responsible for any costs incurred by interested parties in responding to this notice. Any information submitted by respondents is strictly voluntary. Contact with other than OCC Contracting Office Government personnel by potential offerors or their employees regarding this project is prohibited. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE: The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 721110 - Hotels (except Casino Hotels) and Motels�, with a corresponding size standard of $32.5 million�employees. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary; and the Government assumes no financial responsibility for any costs incurred.� Interested parties are requested to submit tailored capability statements addressing the particulars of this effort to include supporting documentation supporting claims of organizational and staff capability. The capability statement shall include: Company name, mailing address, email address, web site address (if available), and the name, telephone number, and email address of a point of contact having the authority and knowledge to clarify responses with Government representatives. Name, title, telephone number, and email addresses of individuals who can verify the demonstrated capabilities identified in the responses. DUNS Number, CAGE Code, Tax Identification Number, company structure (Corporation, LLC, partnership, joint venture, etc.), Socio-Economic 8(a) program status, and Business size. Companies must be registered in the System of Award Management (SAM) at www.sam.gov to be considered as potential sources. Describe any service contract you have performed/provided similar services. NAICS code(s) the company usually performs under and confirmation of an approved accounting system. Identify any GSA schedule, other Department of Defense (DoD) or Government vessels that would be prudent to this requirement. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Teaming agreement letters should be provided with response. Lead time requirements for booking space in advance.�Example:�Is there a time frame that all rooms/conference space/food & beverage needs to be confirmed in advance?� If so, please identify that time frame (e.g. 8 months, 12 months). In addition, the contractor shall indicate capability to provide Guest Rooms, Meeting Rooms, Food & Beverage, Audio & Visual Equipment Labor, and Business Center Services.� The Government will evaluate market information to ascertain potential market capacity to: Provide services consistent in scope and scale with those described below. The OCC holds approximately three UCE sessions and one evaluator training session every other year.� Each UCE session runs approximately five days.� The number of days depends on the number of test candidates eligible to take the UCE.�The evaluator training session is three days in length and is held approximately four weeks before the first UCE session of the calendar year. The base period will be from December 1, 2020 through November 20, 2021.� There will be four option years.� The OCC requires guest rooms and meeting rooms in which to conduct the face-to-face bank examiner sessions.�These face-to-face sessions are conducted each year following the completion of the online multiple-choice examination. UCE Session.� The UCE session runs approximately five days, but always starts on Monday.�UCE session test candidates will arrive on various days throughout the week and stay for a minimum of one night and a maximum of three nights.�The test evaluators will stay for a minimum of two nights and a maximum of six nights. Evaluator Training Session. The evaluator training session will run for three days, Monday through Wednesday.�The evaluators will arrive on Sunday night or Monday morning and check out on Wednesday. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to provide the above-listed services are invited to submit a response to this Sources Sought Notice by 03:00 PM Eastern time, April 30, 2020.
