Page 3 of 3 This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. This is neither a solicitation announcement nor a request for quote (RFQ) and it does not obligate the Government to award a contract. Request for a solicitation will not receive a response. The purpose of this sources sought announcement is for market research to make the appropriate acquisition decision(s) and to gain knowledge of potential qualified sources and their Small Business Administration (SBA) size classification in relation to the North American Industry Classification System (NAICS) 213112 Support Activities for Oil and Gas Operations. The Department of Veterans Affairs, Network Contracting Office (NCO) 22-L is seeking a source to perform fuel filtering, tank cleaning, and NFPA 110 lab analysis at/for the VA Loma Linda Healthcare System (VALLHCS) located at 11201 Benton Street, Loma Linda, CA 92357. Vendor shall provide all manner, means, methods, equipment, expertise, incidentals, labor, materials, parts, services, supervision, supplies, tools, transportation, and qualified personnel necessary to perform fuel filtering, tank cleaning, and lab testing in accordance with NFPA 110, dispose of all contaminated fuel per Environmental Protection Agency (EPA) regulations (CFR Part 82 Subpart F) of the Clean Air Act, and provide self-spill containment kit while performing work in accordance / compliance with current code(s), directives, regulations, and industry guidelines / standards. The following requirements must be met and performed: FUEL FILTERING, TANK CLEANING & NFPA 110 LABORATORY ANALYSIS West 20,000-gallon diesel UST. Middle 20,000-gallon diesel UST. East 20,000-gallon red diesel UST. 200-gallon red diesel day tank. Tank 1 3,500-gallon red diesel belly tank. Tank 2 3,500-gallon red diesel belly tank. Tank 3 3,500-gallon red diesel belly tank. Tank 4 3,500-gallon red diesel belly tank. 400-gallon red diesel Aboveground Storage Tank (AST). Contractor will provide grounding system to fuel tanks. Contractor will remove contaminated fuel as per this SOW. Contractor will provide manifesting, transportation, and disposal of hazardous waste. Perform daily clean-up of work site and dispose of generated refuse in approved locations. Contractor will provide fuel samples of fuel from bottom of tanks. Contractor will provide the following NFPA Laboratory Analysis 1) ASTM D86, 2) ASTM D6469, 3) ASTM D93, 4) ASTM 6304, 5) ASTM D4176, 6) ASTM D5453, 7) ASTM D2286, 8) ASTM D1298, 9) ASTM D130, 10) ASTM D976, 11) ASTM D2709 Grounding system is attached to fuel tank. Pump out water and sludge from all access points. Return fuel to the high-end using a 1-1/2 hose. Filters must be 25-micron down to 1-micron depending on customer need. Fuel exits clean side of filter vessel then through a water separator and through a gallon meter so the quantity of fuel filtered is measured. Fuel is polished at a rate of approximately 70-gallons per minute (4200-gallons per hour). There is a sump on the dirty side of the filter vessel where sludge and other contaminates are removed by the technician every 15 to 20 minutes depending on how contaminated each tank is. When technician feels the tank is clean and contamination is removed, hoses and stingers are removed from the tank, filter vessel is drained through filters and an after sample is taken off the bottom of the tank and put into a clear bottle so the customer may have a visual sample. Grounding system is removed from tank. Drop tube and monitor probe are put back into tank and back into service. CERTIFICATIONS AND LICENSING REQUIREMENTS: American Petroleum Institute s Work Safe Certification. Department of Toxic Substance Control of Hazardous Waste Transporter Registration. State of California Contractors License. California Hazardous Materials Transportation License. All interested parties who can provide required items shall provide an email response to this notice and include the following: Company name, Address, Point of contact, Phone, fax, and email, DUNS number, Cage Code, Tax ID Number, Type of small business, e.g. Services Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), HUBZone, Women Owned Small Business (WOSB), Small Disadvantaged Business, or Small Business [NOTE: If you are a SDVOSB or VOSB, you must submit your certification from the Center for Verification and Evaluation (CVE) (https://www.vip.vetbiz.gov/)], Provide a copy of your company s current Representations and Certifications from www.sam.gov, and Provide evidence your firm can provide the requested materials, to include past and/or current contracts for same services, and any other compelling evidence to help the Government determine your company s capabilities. All responses must be received no later than Tuesday, April 21, 2020, by 10:00AM Pacific local time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued and/or requirements change.
