- Additional clarifications provided herein. Please read in its entirety. This RFI is amended to provide an updated PWS as attached: ""Sources Sough A1 N0018920QQ045 Draft PWS"". Changes are to Sections 3 and 10 of the PWS. The NAVSUP Fleet Logistics Center (FLC) Norfolk Mechanicsburg Contracting Office is issuing this informal sources sought N0018920QQ045 as a means of conducting market research to identify vendors having an interest, the capability and the resources to support this requirement for FLENUMMETOCCEN ISSO CSS. The draft Performance Work Statement (PWS) is provided as an attachment. The clearance level is a TOP SECRET clearance based on a current Tier 5 Investigation. This requirement is to provide services in support of Authorization & Accreditation (A&A) activities for the Cyber Security group. Work will include planning, preparation, validation, documentation, implementation, and coordination of Cyber Security (CS) Assured Compliance Assessment Solution (ACAS) scanning and Vulnerability Remediation Asset Manager (VRAM) reporting requirements. The place of performance is FLENUMMETOCCEN located in Monterey, CA 93943-5501. This informal sources sought is issued solely for information and planning purposes in determining the best method of procurement and building cost estimates. This sources sought does not commit the Government to contract for any services whatsoever. The current acquisition strategy is for a commercial firm-fixed, price task order under the GSA Alliant 2 Government-Wide Acquisition Contract (GWAC) pre-competed, Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract; however, this is subject to change. The preliminary applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541512, IT & Telecom � Cybersecurity & Data Backup for IT Services. There is no solicitation at this time. This request for capability information does not constitute a request for quotes/proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� The suggested labor category is Information Security Application Specialist for�one Full Time Equivalent per year. Performance period: a 12-month base period and four �12-month option periods; however, this is subject to change.� Period of Performance will start 9/2/2020. If your organization has the potential capacity to perform these contractor support services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability; and 3) corporate experience for similar contractor support services or procurements. It is requested that the following be provided: Narrative and demonstration of understanding of the A&A process for the Cyber Security group detailed in the draft PWS. Confirmation of a TOP SECRET clearance based on a current Tier 5 Investigation. Confirmation of acess to Sensitive Compartmented Information material�IAW Section 10.5 of the draft PWS. The sources sought is to capture industry�s best methods for this type of effort as indicated on the attached PWS. Please be very specific and detailed in your response. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information (based on the responses of this sources sought) to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this sources sought and otherwise anticipated; 2) provide services under a performance based service acquisition contract. In addition, the government welcomes feedback, questions, or clarifications about any areas of the draft PWS including personnel qualification requirements and how they relate to the work being requested and how these requirements would affect staffing. The government is also interested in suggestions on existing contract vehicles for this type of procurement. Existing contract vehicles include but are not limited to GSA, Alliant, SEWP, CIO-SP3 Small Business, etc. Information received may be used to revise the final PWS which may differ significantly from the current draft version. Based on the responses to this sources sought/market research, this requirement may be set-aside for 8(a) businesses as a direct, sole source award, or competed as a small business-set aside. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Historical Information: The incumbent vendor providing the services is Quasars, Inc., under NIH NITAAC HHSN316201200166W, Task Order N0018918FQ204. Submission Instructions: Interested vendors who consider themselves qualified to perform the above listed services IAW the draft PWS are invited to submit a response to this sources sought by April 27, 2020 by 3:00 P.M.
