- ** AMENDMENT A00003 West Haven & Newington CT VAMC Boiler Plant Combined Synopsis Vendor Questions and Government Answers ** The following Questions are being posted as clarification: Question 1: Both facilities have new cogen plants. Are they included in the scope of this solicitation? Answer 1: West haven- Yes - Bldg-16, Bldg-19. Newington No- Bldg-3. Follow Up to Question 1: Response to Question 1 identified that the West Haven VA Cogen is included. There is a different solicitation specific to the West Haven VA Cogen that s currently being bid (36C24120Q0164) that requests very similar services. Please reconfirm that service to heat recovery boilers in Cogen should be included in this solicitation too. Answer to follow up question 1: Vendor will be required to test safety items. Question 2: Operating Directive 1810 is referenced in this solicitation. Operating Directive 1810 (as amended 9/11/18) Appendix B Frequency Chart on page 18 describes the inspections and intervals for various inspections that complement the BEI Safety Device Testing Manual. Some of these items are typically either self-performed by the VA staff or are provided via separate specialty contracts. Others appear to be items that would be required within this solicitation. For purpose of clarity please identify by item number which Appendix B items are included in this solicitation and which are excluded. Answer 2: 1} App-B;2, A Frequency H-Hourly, D-Daily, S-Shift will be done by VA. 2} All M-Monthly, 6M-6 Month, Y-Yearly, 6Y- 6Year will be done by contractor. Follow up to Question 2: Response to Question 2 identified that annual inspections per Directive 1810 Appendix B are included. Annual inspection Item 1, 2, 4 and 5 in Appendix B require a Qualified Professional Inspector (QPI). All the other tests and inspections are performed by qualified boiler instrumentation and control system service companies. QPI work is usually performed by insurance company inspectors in the private sector. Do you want prospective vendors to supply a QPI? Answer: Yes, provide a QPI. In addition: Are all items located in Directive 1810 Frequency Chart within scope of the contract? Answer: Yes, all items on the frequency chart are within scope.
