- NOTICE OF INTENT THIS IS FOR INFORMATIONAL PURPOSES ONLY.� Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers, Norfolk District, intends to award a contract, on a sole source basis, to Jones Lang LaSalle Inc. �(�the Original Appraisal and Survey Services Firm�). �This is a follow-on contract action updating original appraisals and surveys previously submitted, reviewed, and accepted by the Government.� The quantity of work is approximately one revised survey map and up to six updated appraisals, if needed.� The Government will save funds with this sole source action by having the existing contractor make the required modest edits needed in a short time horizon as opposed to awarding a contract to a new contractor that would result in a duplication of effort and contribute to unacceptable delays on the Deep Creek Bridge Replacement Project.� Starting the work over is not in the Government�s best interest and will not meet the project deadlines. This sole source contract action is required for completion of the following scope of work:����� Updating values in previously completed appraisals, performing minor edits to previously completed survey maps, providing court testimony on previously prepared appraisal reports in condemnation cases if required. All potential responsible sources may submit a capability statement, proposal, or quotation, which if timely received, will be considered by the agency.� This notice of intent is not a request for competitive proposals.� Capability requirements include the Lead Appraiser to be qualified as an �Expert Witness� in Federal Court. �Appraisals must be completed to the extent appropriate of the current edition of the Appraisal Foundation's Uniform Standards of Professional Appraisal Practice (USPAP http://www.appraisalfoundation.org); the current edition of the Uniform Appraisal Standards for Federal Land Acquisition (UASFLA aka �The Yellow Book� http://www.usdoj.gov/enrd/land-ack/); The Uniform Relocation Act 49 C.F.R. Part 24 and Real Property Acquisition Policies Act of 1970 (P.L. 91-646) as amended; and other applicable requirements, including, to the extent appropriate: USACE Engineer Regulation (ER) 405-1-04; and the applicable laws, public policy, or other Federal requirements that would normally take precedence over the USPAP. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201.� All responses received within 15 days of the posting of this notice, will be considered by the Government. �A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
