E-mail address: Dennis.Ross2@va.gov Please title the subject line for all responses as Sources Sought DURHAM VA HOSPITAL OUTDOOR DIGITAL SIGNAGE: 36C24620Q0491 Locations where deliveries are needed: Durham VA Medical Center: Attention: YVES-MARIE DALEY/MEDICAL MEDIA 508 Fulton Street Durham, NC 27705 STATEMENT OF WORK (SOW) The Durham VA Health Care System is seeking to deploy a new content management system in the main hospital, and an outdoor digital marquee with full-color high definition video outdoor sign. Supporting software is approved by the VA. General Overview: The contractor shall provide all required hardware, software, professional services, and user training in support of the closed-circuit television system and the outside digital marquee at the main hospital. A site survey shall be performed to determine if the outdoor sign has enough power and data connection to include the confirmation of the existing cat five cables in the main hospital to the current eight monitors. Acceptance of the system will be based on a visual inspection and performance testing. The visual inspection will verify all requirements listed below are met. Performance testing will verify that each part of the indoor and outdoor systems function as required. Certification in writing that the system is fully functional will be required and submitted to the COR prior to final testing. Testing will be scheduled with and shall occur in coordination with the COR upon completion and prior to final acceptance. The contractor is responsible for verification of all dimensions and conditions related to all affected systems prior to starting work. Notify COR immediately of any issues. Period of Performance: 60 days after NTP. Work may need to be phased with the time between phases to allow for minimal disruption to normal medical center operations in affected areas. The contractor will provide proposed system installation, testing, professional service, and user training schedule within ten days of the contract award. This schedule will be considered a living document that may evolve out of necessity and should be kept reasonably current. COR approval of initial and updated schedules will be required. Approved copies shall be forwarded to the CO. Services: Serve as a primary communication tool during severe weather events such as Hurricanes. This requirement for equipment in part due to end of life of the current digital marquee and closed-circuit television system, both of which have become inoperable Indoor System The main hospital indoor system will consist of: (2) Commercial 50 monitors with full button lock-out and tilt wall mounts (2) players to replace two existing RMG players one for the eight monitors in the main floor closet and one for an in-room channel located at your TV head-end player connected to an eight-port HDMI over Cat 5 splitter (1) Eight port HDMI over Cat 5 splitter (8) HDMI over Cat 5 Receivers Cables New 22Miles Software that is TRM and VIPR approved DMG will use existing monitors (except the two new 50 ) and the existing cat five cables currently connected to the existing RMG older VGA over Cat 5 system The LCD displays are able to be fully locked down from all unwanted external inputs except for when a special code is an input using the provided remote control. The VA is expected to provide an IP address for the media players and an ethernet drop at each player location. The system will be able to show still graphics and videos at 1080P (HD) resolution and have the ability to ingest and display dynamic content. The solution will all be driven by a standard i5 windows media player and 22Miles media player software. We will use the wiring and technology that is already in existence here at the Durham VA Health Care System s Main Medical Campus. Software: 22 Miles has already completed and received approval by the VA Technical Reference Model (TRM) so that it can be installed on a VA Network. The 22 Miles Content Management System (CMS) is TRM, and VIPR approved by the VA IT team and will reside on a VA provisioned virtual server. The IP addresses can be static or DHCP. 22Miles allows DVAHCS to schedule specific content at different times to different locations based on a plethora of variables. With straight forward playlist building and content tagging, it is easy to generate weekly or daily information specific to a single display or to a group of displays. The 22 Miles software will run BOTH, the marque sign outside, and the monitors inside the DVAHCS main hospital building. The software will be installed on the VA network, and users/ operators can make changes to the monitors as a slide-based information system and to the marque as a full-color ribbon stream. Training for this system is Needed for DVAHCS staff. Server Network specs: CPU I5 Ram 8GB HD 200 GB and up WIN Server 2016 Two new monitors: Wall mounts are included in the quote The VA would add a network drop to these two locations (IT closets could be closer than the main head end location) To install two additional monitors, the vendor will: add an HDMI splitter and add a four-port HDMI over Cat 5/6 transmitter and two receivers for the two new monitors. The VA would pull cat 5/6 cable from the existing head end closet to the two new monitors, OR add two new players and software; this cost will be higher than adding HDMI extenders Existing Monitors: The main hospital's existing signage uses 8 VGA over cat 5/6 transmitters and receivers that will be switched to HDMI over cat 5/6. All existing monitors will need HDMI inputs Existing cat 5/6 will need to be in good working order Outdoor System The LED Outdoor sign will be a full-color high-resolution outdoor sign that will replace the existing sign. It will consist of: (12) outdoor panels per side with two spares per side (28) total panels Controller and player mounted in the sign Installation of the sign during normal working hours and removal of the old sign is included. Network to the outdoor sign, two options: Use existing phone wire to create a network jack at the sign (cable will need to be tested and length determined) Use commercial outdoor wireless ethernet bridge (if approved by the VA with high security) this is just one example https://www.daktronics.com/support/kb/Pages/DD3071851.aspx Existing power to the sign will be used. Connecting the outdoor marquee to the building: To connect the outdoor marquee to the building, the vendor will use an existing network ACL on one of DVAHCS OIT s ethernet nodes and the 22 Miles Media Player device that will be part of the new equipment installed into the outdoor marquee sign. The vendor will measure the length of wiring in the existing conduit from the main hospital building to the marque sign. The existing copper wiring can be used as a data line to the new system, which will be ethernet access compatible. Warranty: Vendor warrants equipment to free of defects in materials and workmanship for a period of one (1) year, or to the full extent of the warranty period, whichever is greater. Specific Tasks. The Vendor will provide the following services: Delivery, installation, and complete training for all users on the use of monitors, hardware, and software. DMG will use the existing Cat 5 cable and will replace the existing VGA over Cat5 transmitters and receivers with new HDMI over Cat5 existing cables Provide Limited warranty for one (1) year from the date of installation, or to the full extent of the warranty period, whichever is greater. The vendor will be responsible for all labor, travel, and all replacement parts needed for repairs covered under warranty or service agreement. Travel will be billed separately at Federal guidelines after the project is completed. Repairs and/or services will be rendered Monday Friday between the hours of 8:00 am 5:00 pm. The vendor will provide emergency 24-hour hotline technical support. Three business days response time is required for system service/maintenance during the warranty period. Disposables will be reordered as needed. GENERAL REQUIREMENTS: The vendor and any subcontractor(s) must be compliant with all requirements below. The contractor shall be required to report to Yves-Marie Daley or the designated person. The vendor's employees shall not enter the worksite without the appropriate badge. They may also be subject to an inspection of their personal effects when entering or leaving the project site. The vendor and subcontractor employees will all be required to attend a safety briefing and sign indicating completion prior to performing any work on site. All contractor employees who will be working on-site must provide proof of a negative TB test within the last year. Competent, experienced, licensed, or certified workers shall perform crafts requiring specialized skills. Work shall be performed to minimize disruption to the operations of the medical center. Normal working hours shall be 8 AM to 5 PM, Monday through Friday-Federal Holidays, or any other Holiday designated by the President of the United States excluded. For working outside the ""normal working hours"" as defined in this contract, the vendor shall give three business day notice to the COR so that arrangements can be provided for the employees. This notice is separate from any notices required for the utility shutdown described later in this section. No photography of VA premises is allowed without the written permission of the Contracting Officer. Execute work to interfere as little as possible with the normal functioning of Medical Center, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. The use of equipment and tools that transmit vibrations and noises through the building structure is not permitted in buildings that are occupied jointly by patients or medical personnel, and the Contractor's personnel, except as permitted by COR, where required by limited working space. No utility service such as water, gas, steam sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of COR. Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without the Medical Center Director's prior knowledge, and written approval. The vendor shall submit a request to interrupt any such services to COR in writing three business days in advance of the proposed interruption. The request shall state the reason, date, exact time of, and approximate duration of such interruption. VA reserves the right to close or shut down the project site and order the vendor's employees to evacuate the premises in the event of a national emergency. The vendor may return to the site only when approved by the Contracting Officer. The site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police, and other emergency response forces in accordance with NFPA 241. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with COR. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 518. Coordinate with COR. Obtain permits from the facility Safety Manager at least 24 hours in advance. Buildings will be occupied during the performance of work; however, work may be done in phases. The contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas against dust and debris so that equipment and affected areas to be used in the Medical Center's operations will not be hindered. Coordinate alteration work in areas occupied by the Department of Veterans Affairs so that Medical Center operations will continue during the installation period. The contractor shall maintain neat and orderly work areas and shall clean the area of debris and rubbish daily and dispose of waste materials offsite per hospital policies. All personnel involved in the installation or renovation activity shall be educated and trained in infection prevention measures established by the medical center. Do not perform dust producing tasks within occupied areas without the approval of the COR. The contractor will be required to be compliant with all VA infection control requirements, including requirements listed in the Infection Control Risk Assessment (ICRA) and/or above ceiling permits. All the above ceiling permits are the responsibility of contractor/subcontractor to obtain from the Safety Office located in the basement of Building 6. They will supply all materials and equipment necessary to meet these standards. All work shall be performed in full accordance with applicable local and federal regulations. All equipment, work, and installation will conform to the VA Master Specifications available at https://www.cfm.va.gov/til/spec.asp. No departures from specification requirements will be permitted without written approval. The contractor shall use good safety practices while working. All hardware should be installed in such a manner to minimize damage and maximize patient and employee safety. All equipment and procedures shall conform to the Energy Independence and Security Act of 2007 (EISA 2007), National Electrical Manufacturers Association (NEMA), Underwriters Laboratory, Inc (UL), National Electric Code (NEC), Occupational Safety and Health Administration (OSHA), and American National Standards Institute (ANSI) Standards and conform to the Standard Building Code and the Standard Mechanical Code. The contractor shall provide all labor, tools, and equipment needed for any site work. All wire and cabling to be installed in accordance with current VA Master Specifications and current building codes. All wall penetrations must be properly sealed with approved fire caulked. New work shall be installed and connected to existing work neatly, safely, and professionally. Disturbed or damaged work shall be replaced or repaired to its prior conditions. Where the Government determines that the vendor has installed equipment not conveniently accessible for operation and maintenance, equipment shall be removed and reinstalled or remedial action performed as directed at no additional cost to the Government. The contractor will not be allotted any parking permits for on-site parking. On-site parking is very limited and not guaranteed by the VA. No storage area will be provided. The VA is not responsible for the security of parts, tools, or equipment for the duration of the project. The contractor shall request temporary badges from the COR. The superintendent shall issue these badges daily to each worker and record each badge number and employee in a daily log. These badges must be returned prior to project close-out. All contractors shall wear badges so that the badges are easily viewed always while on-site. The contractor shall notify the COR immediately of any lost badges. The contractor shall provide all software, access keys, codes, passwords, or any external devices that may be required for the operation, calibration, or repair of the equipment purchased. Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security.
