- Notice of Intent: Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to SynQor, 155 Swanson Road, Boxborough, MA, 01719, to provide test, evaluation, and repairs for uninterruptible power supply units. SynQor is the original equipment manufacturer and sole source provider of the required repairs and authorized repair facility for materials identified requiring Test and Evaluation (T&E) to assess for repair. Per a reference letter received from the manufacturer dated on 7 April 2020; SynQor is a sole source in providing tear- down, test, and evaluation services to the uninterruptible power supply units. In addition, SynQor will provide repairs once T&E has been completed. This will ensure materials remain 100% compatible with currently fielded systems and protect SynQor proprietary rights for the materials. The buyer shall keep confidential all information, drawings, specifications, or data and that this information may not be released or disclosed without the prior written authorization of Seller. SynQor is the only capable contractor to repair and bring this system to the level required for continued operations. Additionally, the manufacturer does not have or work through resellers for repairs. The authority for soliciting from a single source is FAR 13.106(b)(1). The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for supplies and incidental services for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-2. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
