DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to award a sole source contract to The Boeing Company to install the following USMC C+ Upgrade retrofit kits to F/A-18C, BUNO 163747: C+ Mods: AFC 638 (A1, P1, P2, P3, P4, P5); AVC 5843 (A1); AVC 5844 (A1); AVC 5845 (A1) C+ Concurrent MOD: AFC 584 (A1, A2, P1); AFC 585 (A2); AVC 5616 A1, P1) AYC 1363 (A1) AFC 534 (A1) Pre-Requisites: AFC 269 PT2 (P1) AFC 286 (A1) OTHER: AFC 446 (A7) AYC 1481 (A1, A2, A3, A4)� This aircraft must be delivered no later than 28February 2021 to support the USMC Reserve Squadron VMFA-112�sdeployment schedule. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements.� This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact Karen NeJame at karen.s.nejame@boeing.com REQUIRED CAPABILITIES The Contract Type is anticipated to be Firm Fixed Price (FFP). The estimated total level of effort is approximately 5,544 hours.� �The anticipated period of performance for completion of this modification is nine months, with performance starting on 01 June 2020.� The anticipated RFP release date is 8 May 2020. In order to install this modification, the required Support Equipment must be on site by contract award.� Additionally, an 8,000 foot runway must be in place with a flight and ground operations staff to support Functional Check Flights (FCF) after completion of the modification and before aircraft delivery.� The Government will provide the FCF pilot.� The place of performance for this requirement must be within 25 miles of the Cecil Commerce Center in Jacksonville, FL.� ELIGIBILITY The applicable NAICS code for this requirement is 336411 with a current size standard of $1,000,000.� The Product Service Code (PSC) is 1510. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Secret.� SUBMISSION DETAILS The capability statement package should be emailed to Joanna Rooney, joanna.rooney@navy.mil and Samantha Pennini, Samantha.pennini@navy.mil.� Submissions must be received no later than 5:00 PM Eastern Time on 29 April 2020.� Interested businesses should submit a brief capabilities statement package (no more than three (3) 8.5x11 inch pages, font no smaller than 10-point) demonstrating ability to complete the tasking for the attached Technical Directive.� Documentation should be in bullet format. This document must address, at a minimum, the following:� (1) title of the Technical Directive for which the capabilities statement is being submitted;� (2) prior/current corporate experience performing efforts of similar size and scope within the last 3 years, including Contract Number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract related to the services described in the SOW; (3) company profile to include number of employees, annual revenue history, office location, DUNS number, CAGE code and a statement regarding current small business size status to include socio-economic status, if applicable; (4) describe the specific technical capabilities and experience which your company possesses which will ensure capability to perform this requirement; (5) management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel and (6) company�s ability to begin performance upon the anticipated contract award date. � All responses must include the following information: Company Name; Company Address; Company Business Size, and Point of Contact (POC) name, phone number, fax number, and email address.� As indicated in the �Introduction� paragraph, suggestions from industry regarding how competition (i.e., multiple offers in response to the solicitation) may best be achieved are also requested as part of a firm�s response to this Sources Sought.� Additionally, if there is a portion of the statement of work which could be considered as a possible separate opportunity for a small business set-aside, please include that information in the response. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted.�
