- Introduction: �This is a Small Business Sources Sought notice (SBSS).� This is NOT a solicitation for proposals, proposal abstracts, or quotations.� The purpose of this notice is to obtain information regarding:� (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition.� Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.� An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. 1. Project Description and Requirements: The U.S. Preventive Services Task Force (USPSTF or Task Force) is an independent body of national experts in prevention and evidence-based medicine. Since its inception over 30 years ago, the Task Force has worked to improve the health of all Americans by making evidence-based recommendations about clinical preventive services and health promotion. These recommendations include screening tests, counseling about healthful behaviors, and preventive medications. The overall purpose of this project is to establish a Scientific Resource Center (SRC) to support the USPSTF in its work to make evidence-based recommendations on clinical preventive services. The objectives of this task order include establishing a Scientific Resource Center to support and coordinate some of the governing functions of the USPSTF and many of the overall activities associated with all USPSTF topics including (but not limited to): Administration Conflicts of Interest Policy �Implementing the USPSTF COI policy including developing a secure and confidential online tool to collect the COIs. The USPSTF conflict of interest (COI) policy is available in the USPSTF Procedure Manual (https://www.uspreventiveservicestaskforce.org/uspstf/procedure-manual) Updating the tool and related materials before each TF meeting for all TF members, before the start of new topics for TF members continuing to serve on the USPSTF the following year, and before the appointment of new TF members. The related materials include drafting a timeline for the COI preparation and deployment, emails to the USPSTF Members, reminder emails, and updating the topic list before each meeting. Horizon Scanning Conducting a literature review (LitWatch) at least 6 times a year and reporting the results by email.� The description of the USPSTF�s �LitWatch process is available in the USPSTF Procedure Manual: https://www.uspreventiveservicestaskforce.org/uspstf/appendix-iii-uspstf-litwatch-process Topic Nomination & Topic Development �Managing the receipt, initial assessment, processing, and tracking of topic nominations and reconsiderations received via the USPSTF Web site (www.uspreventiveservicestaskforce.org): conducting an initial assessment of nominations and reconsiderations on a monthly or bimonthly basis documenting how new nominations fit within the scope of the USPSTF and how they may be related to previous USPSTF recommendations following the processes for topic nominations as described in the USPSTF Procedure Manual (https://www.uspreventiveservicestaskforce.org/uspstf/procedure-manual) in order to assist the Topic Prioritization Workgroup (TPWG), a subset of USPSTF members, in determining the final disposition of nominated topics Developing� topic background documents for eligible topics: preparing an initial contextual assessment document for all nominations for consideration by the TPWG that, at a minimum, includes the following information: Topic Name, Date received, Nominator Affiliation, Nomination Type, USPSTF SRC Draft Scope & Relevance Evaluation, Notes from Nomination and Other Considerations and Topic Workgroup Final Evaluation and Disposition producing a Topic Nomination Background document for topics assigned as in scope of less relevance, in scope potential new topics and some in scope already addressed �Reporting the progress of this work as part of its monthly progress reports to the COR. Support and Development of Methods to Advance the Work of the USPSTF Conducting 1 � 3 methods research projects each year to advance the work of the USPSTF; the number will depend on the size (small, medium, large) of methods research projects prioritized by AHRQ with input from the USPSTF Methods Workgroup. Examples of methods projects include: writing a summary of a previously published report on evaluating studies of diagnostic accuracy; updating how the USPSTF will consider subpopulations in the development of its analytic frameworks for specific topics; the development of criteria and procedures for when and how the USPSTF will use decision analysis in making its recommendations. Assist the U.S. Preventive Services Task Force in Purchasing Liability Insurance �Coordinate the process to secure the services of an insurance agent to work with USPSTF members to review the existing liability insurance policy 2.�Anticipated period of performance: 07/1/2021 � 6/30/2026 12-month base period with four 12-month option years 3.�Other important considerations: The contractor shall understand the basic principles of evidence-based medicine and prevention, and the methods and processes inherent in making and communicating evidence-based recommendations. They shall help ensure the Task Force is on the cutting edge of the science and processes of methods related to prevention, evidence-based guideline development, and systematic reviewing. They shall ensure capacity to assist in the governance and scientific support of the Task Force. ��� 4. Information Sought: The tailored response to this Small Business Sources Sought notice should describe the requested information below. Respondents must provide, as part of their response, information concerning: a) Staff expertise, including their availability, experience, and formal and other training; experience in evidence-based medicine; clinical preventive services; quantitative and qualitative methodologies, the development of methods to evaluate the evidence on clinical preventive services ; as well as experience in engaging a group in collaborative and cooperative efforts knowledge and experience with using efficient methods, processes, and challenges of literature searching and systematic review related to preventive services, including challenges in searching for literature related to behavioral interventions and in searching �grey� literature; experience with using techniques to engage stakeholders and to assist them in prioritization and reaching consensus in the prioritization process b) Current in-house capability and capacity to perform the work; the ability to provide both the scientific and governance experience to support activities of the Task Force in horizon scanning, topic nomination, development and prioritization, COI mitigation and obtaining liability insurance c) Corporate experience and management capability d) Prior completed projects of similar size completed within the last seven years, and e) Examples of prior completed Government contracts, references, and other related information. Contractors must describe their capacity and experience as it relates to the project requirements described above. 5. Responses should not exceed 15 single-sided pages (including �the cover page, all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. 6.
