- Description
- The USAF has T4000 and T4100 engine trailers that were produced by MCT, Inc. without utilizing a winch assembly in the design. After delivery of these trailers to the B-1B sites, it was discovered that the B-1B engine removal process requires a winch capability integrated into the trailers. This requirement is to design, integrate, test, and produce a winch modification kit(s) that can be installed/removed by the field personnel (at the organizational level of maintenance) onto the T4000 and T4100 trailers. The winch modification kit(s) shall have the capability to be easily removed and reinstalled based on the user needs. The USAF does not possess a technical drawing package (TDP) or any other technical data to assist with development of the winch modification kit. The USAF is not in possession of the TDPs for the T4000 or T4100 trailers. The USAF also does not have a trailer that could be provided as a GFP/GFE for the length of time required for development of the winch modification kit. The USAF does not possess any technical data to provide which would allow a contractor to identify suitable attachment points between the winch modification kit and the trailer. A winch assembly along with winch drive assembly is used to facilitate moving an aircraft engine onto the T4000 or T4100 engine trailer when the rails are in an inclined position. The winch assembly may be removed from the trailer and stored when not required for handling operations. Prior to transfer or shipment of the trailer the winch assembly should be reinstalled on the trailer from which it was removed. The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to design, integrate, test, and produce the winch modification kit that is defined in the attached DRAFT T4000 and T4100 Engine Trailer Winch Modification Kit Technical Requirements document. First Article Testing, including functional verification, shall be required for each version of the winch kit for each trailer along with technical data (level 3 engineering data suitable for manufacturing process). The winch modification kit shall be provided with a parts list and installation instructions. This will require a Technical Order (TO) update that includes the winch parts list, installation/removal instructions, and maintenance/repair instructions. When the government issues a Request for Proposal (RFP), a Statement of Work (SOW) will be provided to further define requirements for First Article Testing, Functional Verification, and technical data. The best estimated quantity of the winch modification kit(s) for the entirety of the contract is 35 EA.
