Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service (NPS), Great Smoky Mountains NP (GRSM) will be contracting the contractor shall provide all labor, tools, equipment, materials and supervision required to deliver and construct 1 new 30,000 gallon potable water storage tank, and all associated piping. The location of the work is on the west side of the Twin Creeks area, behind the old main residence on the west side of the site. Twin Creeks is located to the south of Gatlinburg, TN. off of Cherokee Orchard Road. There are three (2) options for tank materials: Epoxy coated steel and glass fused to steel. Sevier County. Glass-fused-to-steel tanks is unique to one USA manufacturer, Doing Business as: CST Industries Distributor: Southeastern, Lebanon TN, Tank brand name is Aquastore, all other tanks are made outside of the country. A waiver will NOT be given for the Buy American Act. Please see Executive Order on Maximizing Use of American-Made Goods, Products, and Materials issued on July 15, 2019. States: (b) In Executive Order 10582 of December 17, 1954 (Prescribing Uniform Procedures for Certain Determinations Under the Buy-American Act), President Eisenhower established that materials shall be, for purposes of the Buy American Act, considered of foreign origin if the cost of the foreign products used in such materials constitutes 50 percent or more of the cost of all the products used in such materials. He also established that, in determining whether the bid or offered price of materials of domestic origin is unreasonable or inconsistent with the public interest, the executive agencies shall either (1) add 6 percent to the total bid or offered price of materials of foreign origin, or (2) add 10 percent to the total bid or offered price of materials of foreign origin less certain specified costs as follows. Where the foreign bid or offer is less than $25,000, applicable duty is excluded from the calculation. Where the foreign bid or offer is more than $25,000, both applicable duty, and all costs incurred after arrival in the United States, are excluded from the calculation. Contractor will need to provide place of manufacturing and specifications of the tank within their proposal for specification review. This proposed acquisition will be 100% small business set-aside procurement. NAICS: 221310 Water Supply and Irrigation Systems Size standards in millions of dollars: $30.0 In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $250,000 and $500,000. The solicitation, plans, and specifications are expected to be posted on or about May 4, 2020 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by May 4, 2020 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days once posted. This is a Pre-solicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusion such as a delinquent federal debt or debarment. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD. NOTE: No additional information is available until the solicitation is released.
