Description

SYNOPSIS Nationwide Medium and Heavy Registration Dataset for EPA NVFEL The U.S. Environmental Protection Agency (EPA), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase a nationwide dataset which compiles current medium and heavy duty registration of the total number of trucks, coaches, school buses, tractors and trailers in the United States in order to effectively target the grant and rebate program under the Diesel Emission Reduction Act (DERA). The acquisition of this commercial item will be subject to sole source competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 519190: All Other Information Services with standard size of 30 million in average annual receipts. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to IHS Automotive Inc. The EPA has identified IHS Automotive Inc. as the only contractor able to meet the requirements of this acquisition as it is the sole provider of this type of state DMV on-highway vehicle registration data and it is used by the National Highway Traffic Safety Administration (NHTSA) to respond to safety recalls. This data is regulated by both state and federal legislations to ensure important data privacy protections. The contractor will compile and submit current data (as of March 2020) of medium and heavy-duty registration data for the total number of trucks, coaches, school buses, tractors and trailers in the United States and the distribution of engine model years for vehicle size (gross vehicle weight) by state and county, and other similar detailed information. GVW 2. The Contractor shall provide the following data for tractors: a. Cab configuration b. Engine Manufacturer c. Engine Model d. Fuel e. Make f. Model g. VIN GVW h. Vehicle Type i. Year Model j. Wheels k. Reg. State l. Reg. County m. Reg. Vocation n. Reg. Carrier Type o. Brake p. Engine Type q. Report Year r. Report Month s. Mfr. GVW 3. The Contractor shall provide the following data for trailers: a. Bodystyle b. Length c. Axle d. Reg. Zip e. Reg. Name 4. The Contractor shall provide the following data for coaches and school buses: a. Engine Manufacturer b. Engine Model c. Fuel d. Make e. Model f. VIN GVW g. Vehicle Type h. Year Model i.
