VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C241-20-AP-1509 Contracting Activity: Department of Veterans Affairs, VISN 01, West Haven Ct Medical Center Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Refurbished Diasorin Liaison MDX cycler instruments including computer, monitor ,UPS, and printer. COVID-19 sample analyzer. Total estimated contract value $50,000 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: We currently use the Diasorin Liaison MDX cycler which has shown to be reliable providing consistent and accurate rapid detection of viruses by RTPCR. We originally choose the Diasorin Liaison MDX because evidence from the literature and other sites show that it provides the highest level of reliable virus identifications/detections. It has a small footprint in the laboratory, the maintenance is much less labor intensive than many other molecular analyzers, and it has the versatility of performing some organism detections (INCLUDING COVID19) directly from the sample without a lengthy extraction process. Most importantly, the Diasorin Liaison MDX cycler is the validated system in place at VACT, the new system will be interchangeable with the current system, and in addition to added capacity each system will also serve as a backup to the other, this will ensure no testing downtime and would be impossible with any other manufacturer. Continuity of test results is imperative for COVID-19 testing. Description of market research conducted and results or statement why it was not conducted: The Diasorin Liaison MDX cycler is the validated system in place at VACT, the new instrument must be interchangeable with the current system, which will not be possible with any other manufacturer. Due to the vendors proprietary technology, LB Diasorin is the sole source that can meet this requirement. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
