- The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 5), Washington DC VA Medical Center, Washington, DC, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Philips Healthcare, 3000 Minuteman Road, MS2214, Andover, MA 01810. Philips Healthcare will furnish all necessary labor, equipment, tools, materials, parts, repair services, maintenance. The place of performance is Washington DC VA Medical Center, 50 Irving St., NW, Washington, DC 20422. This action will result in a Firm-Fixed Price contract. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement NLT 21 April, 2020 at 12:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24520Q0364 Notice of Intent. If after 21 April, 2020, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Philips Healthcare. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Anna Fitzgerald who can be reached at anna.fitzgerald@va.gov The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. REQUIRED SERVICES: SCOPE OF WORK: The Contractor shall provide all labor, personnel, equipment, tools, materials, supervision, project management and other items and services necessary to install the procured equipment at the Washington DC Veterans Affairs Medical Center, 50 Irving Street NW, Washington, DC 20422. This procurement includes the upgrade of the Philips Healthcare patient monitoring system from PIC iX version B to version C, the expansion of the system into the same day surgery unit, and the addition of remote displays to the intensive care units. The procured equipment for the addition of remote displays in the intensive care units includes twelve (2) displays, two (2) articulating arms, eight (8) remote multi-video solution receivers, two (2) remote multi-video solution senders, two (2) flush mounts, two (2) pivot arms, six (6) mount flush channel speakers, six (6) 19 wall channels, two (2) speaker racks, and six (6) external speakers. The procured hardware to be installed in the same day surgery units and for the revision upgrade includes forty-two (42) PIC iX Hardware, one (1) information center USB recorder, eighteen (18) IntelliVue x3s, one (1) 24 widescreen LCD display, eighteen (18) five lead ECG trunk and chest grabber, eighteen (18) adult NIBP air hose, eighteen (18) easy care cuffs, eighteen (18) LNC MP-10 dual keyed cable, one (1) 23 flat panel display, eleven (11) VHM-25 handles and 2-hook MP2s, eleven (11) VHM-25 mount X3s, and eleven (11) 19 wall channels. The Contractor will provide and install cabling for a central station, patient monitors, and remote displays. The Contractor is responsible for terminating all cable. The Contractor will follow all infection control procedures, to including tenting per cable location. The Government shall install wall mounted brackets, provided by the Contractor, as needed. The Contractor shall hang the monitors. All products must be integrated with the Philips Healthcare systems current in use at the medical center.
