- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available.� The Agency for Healthcare Research and Quality (AHRQ) intends to sole source to: Manski, Richard Reisterstown, MD 21136 Dental services related data are an integral and significant component of the Medical Expenditure Panel Survey�(MEPS). The purpose of this project is to provide for the dissemination and analyses of these dental data. This project will consist of the development and implementation of a dental health services research agenda. Specifically, this project will draw upon CFACT data on dental services use, expenditures, and dental health insurance benefits contained in the Medical Expenditure Panel Survey (MEPS). In addition to this research activity, this project will provide for discipline and data specific expertise to assist CFACT and contractor staff with the collection, editing, and imputation of MEPS dental services event data. Additionally, this project will provide for the analyses and dissemination of these data for use by other government agencies and professional organizations. Dr. Manski provides unique capabilities with respect to this requirement due to his combination of skills, knowledge and experience. His knowledge of the structure of data files from the Medical Expenditure Panel Survey (MEPS), he has been an AHRQ Senior Scholar since 2001, providing expertise to staff on the editing and imputation of MEPS survey data related to use, expenditures and health insurance benefits for oral health care and methods for the enhancement and development of MEPS survey instruments. In addition, he has provided assistance to researchers interested in conducting analyses with MEPS data. �There are no other available individuals who possess extensive knowledge of the Dental component of the Medical Expenditure Panel Survey, who have a demonstrated track record of successfully completing research projects and publishing policy relevant research papers in peer reviewed journals on critical issues related to dental use and expenditures, and who have demonstrated experience in providing consulting services to nationally recognized organizations, both public and private, on issues related to dental use and expenditures. The period of performance is 6 months. This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
