����� REQUEST FOR INFORMATION Department of Homeland Security U.S. Customs and Border Protection U.S. Border Patrol (USBP) Recruitment and Training Division (RTD) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes.� It does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bids (IFB) or a promise to issue an RFP or formal acquisition in the future. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever nor does it intend to award a contract on the basis of this RFI.� U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP), is not, at this time, seeking proposals and will not accept unsolicited proposals.� All who respond to this RFI are advised that the U.S. Government will not pay for any information or inquiries, nor the U.S. Government's use of such information or administrative costs incurred in response to this RFI.� All costs associated with responding to this RFI will be solely at the Interested Party's expense.� Not responding to this RFI does not preclude participation in any future procurement, if any, is released. Based on the response to this RFI, a determination to compete or not to compete a future procurement is solely within the discretion of the U.S. Government.� If a solicitation is released, it may be advertised on the Beta.Sam.Gov, GSA eBuy, GSA OASIS, GSA HcATs or PACTS II website depending on acquisition strategy established.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this RFI or a future solicitation.� CBP USBP is conducting market research for a future requirement.� Interested Parties are encouraged to provide a comprehensive capabilities statement on how they would provide CBP USBP with the services noted herein.� CBP USBP seeks information regarding Industry's capability to gain a greater understanding of the full range of available options for Professional Sports League sponsorship services. This is an RFI released pursuant to Federal Acquisition Regulation (FAR) Part 10 � Market Research and FAR Section 15.201(e).� The purpose of this RFI is to obtain market information on viable Professional Sports League marketing and advertising sponsorships. Interested Parties are encouraged to provide information on how they would deliver these services for CBP USBP. PROGRAM BACKGROUND The United States Department of Homeland Security�s (DHS) primary mission is to protect the Nation from acts of terrorism while simultaneously ensuring the efficient flow of lawful traffic and commerce by managing, controlling, and securing the Nations land, air and sea borders.� It is responsible for preventing terrorism and enhancing security; managing the Nation�s borders; administering immigration laws; securing cyberspace; and ensuring disaster resilience. CBP is a federal law enforcement agency that employs approximately 60,000 employees to include 21,000 Border Patrol Agents and nearly 22,000 CBP Officers.� Other professions within CBP include Agriculture Specialists, Air and Marine Interdiction Agents, Import Specialists, technicians, lawyers, program analysts, and administrative and human resources personnel.� CBP employees are located in any of the 50 United States, the U.S. Virgin Islands, Puerto Rico, Guam, Bahamas, Canada, Africa, Asia, Europe, Middle East, and the Western Hemisphere.� Many employees work and reside in remote areas along the northern and southern borders of the United States.� USBP, headed by the Chief, U.S. Border Patrol, is the headquarters of the primary federal law enforcement organization responsible for preventing the entry of terrorists and terrorist weapons from entering the United States between official CBP ports of entry. Their traditional mission is to enforce immigration laws and to detect, interdict and apprehend those who attempt to illegally enter or smuggle people or contraband across U.S. borders between official ports of entry. USBP has a workforce of over 21,000 agents assigned to patrol the more than 6,000 miles of America's land borders. Although CBP�s mission to keep our Nation secure is appealing to large segments of society, a multi-step and time-consuming hiring process as well as necessarily rigorous background reviews for CBP employment can dissuade top candidates. As a result, CBP has struggled to meet hiring goals in recent years and frontline position staffing is below target staffing levels. Hiring and retaining a world-class workforce is essential to CBP�s mission and requires a combination of diligent focus and innovative thinking to strengthen the full talent lifecycle at CBP.� When recruiting, CBP diversifies targeting and messaging to ensure the organization brings in viable candidates, rather than looking at total numbers. SCOPE/REQUIREMENTS Professional Sports League Sponsorship The Contractor shall provide a Professional Sports League Sponsorship with a USBP brand marketing and advertising capability to advertise USBP as the law enforcement employer of choice to career seekers.� Describe your league tour and schedule, and identify key elements of your event attendance. Describe how your league identifies decides when and where to host live events? Describe your fan base demographics. (i.e.� XXXX, XXXX, etc.) Describe your viewership on television, online, and streaming networks. Identify your social media following and impression reach. Describe your ability to advertise sponsor brands at event venues. Describe your ability to advertise sponsor brands on television and social media. Describe how your sports league supports sponsor marketing activities at live events. Describe your sponsor athlete/brand ambassador capability/opportunity. Sponsor Venue Activations The Contractor shall provide USBP the opportunity to operate a sponsor booth at all sponsored live event venues to conduct in-person career marketing (recruiting) activities. Describe the full range of sponsor event activation services, including promotional benefits offered. Nationally Televised Broadcasts The Contractor shall provide USBP a media plan that includes USBP commercial space on the sport�s nationally televised broadcasts. �� Describe experience providing sponsors assessments, counseling, and recommendations of enhancing a sponsors brand visibility and reach on television and in video. Describe the process used to assess a sponsor�s brand impressions on nationally televised broadcasts. Describe the strategy to enhance the sponsor�s brand on social media. Attachments � Please provide the following with your capability statement.� These attachments will not be counted toward the twenty (20) page capability statement. Sample utilization report(s) Rough Order of Magnitude (ROM) DELIVERY Delivery Period: CBP anticipates awarding the contract for a Professional Sports League sponsorship during the 4th quarter of 2020, with an approximate two (2) year duration. �These timeframes are subject to change. REQUESTED INFORMATION Responses Interested parties are requested to respond to this RFI with a �Capability Statement�. Capability Statements in Microsoft Word for Office or editable Adobe PDF format are due no later than May 13, 2020, 4:00 PM EST. Responses shall be submitted via e-mail to the individual(s) listed in Contact Information below. �Please be advised that all submissions become Government property and will not be returned. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please separate proprietary information.� Section 1 of the �Capability Statement� shall provide administrative information, and shall limited to two (2) pages for Section 1 and include the following as a minimum: Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. Recommended contracting strategy. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 624190.� NOTE:� The number of pages in Section 1 of the �Capability Statement shall not be included in the twenty (20) page limitation for Section 2 of the Capability Statement below. Section 2 of the �Capability Statement� shall answer the issues addressed under the Section entitled �SCOPE/REQUIREMENTS� of this RFI and shall be limited to twenty (20) pages. QUESTIONS Questions regarding this announcement shall be submitted in writing by e-mail no later than May 11, 2020 to the Contracting Officer/Contract Specialist at the following email address(es) colin.a.colgan@cbp.dhs.gov. Verbal questions will NOT be accepted.� Questions will be answered by email.� Questions shall NOT contain proprietary or classified information.
