Description

The Naval Air Systems Command intends to negotiate a Cost-Plus-Fixed-Fee (CPFF) delivery order under a Basic Ordering Agreement (BOA), with a one-year base plus four one-year options for Navy Underwater Active Multiple Ping (NUMAP) AN/SSQ-113 series F1, F4, and F5 frequency sonobuoys to ERAPSCO, 4578 East Park 30 Drive, Columbia City, IN� 46725-8869, on a sole source basis for Fiscal Year 2021 through 2026 requirements.� These sonobuoys are critical sensors that are required by the United States Navy (USN) Anti-Submarine Warfare (ASW) forces to detect, classify, and localize adversary submarines during peacetime and combat operations.� The sonobouy production efforts herein ensure the continued enhancements of sonobuoy effectiveness regardless of employing platform or environment, and prevent technological obsolescence of sonobuoy components through continued analysis, design, and testing for future sonobuoy configurations. The authority permitting other than full and open competition is provided in 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, �Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.� For subcontracting opportunities, please contact Scott Newman ERAPSCO/Sonobuoy TechSystems, phone 260-248-3535, email: scott.newman@ultra-ussi.com. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within a thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
