- SYNOPSIS AMENDMENT: San Juan Chama Project (SJCP) Oso Bridge and Culverts PURPOSE: This amendment to the synopsis is to attach the Performance Work Statement to this synopsis SOLICITATION RELEASE DATE: The release date for the formal solicitation number 140R4020R0011 is anticipated for May 2020 and anticipated to close June 2020. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from both FedConnect and the beta.SAM.gov website at www.fedconnect.net or https://beta.sam.gov/. Once logged into the �Fedconnect� website, change the search criteria to Reference number and type in the Solicitation Number ""140R4020R0011"" in the field. It is, and will continue to be, all potential offeror's responsibility to monitor FedConnect and the beta.SAM.gov website for any amendments, updates, responses to questions and answers. All responsible sources may submit a proposal which shall be considered by the agency. SYSTEM FOR AWARD MANAGEMENT: The System for Award Management (SAM) is an implemented Federal Government owned-and-operated FREE web site that combines the Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). Offerors must be successfully registered and maintain an active registration in the SAM database, found at https://www.sam.gov, to be considered for a Government contract award. Prospective offerors must also list the requested NAICS code 237310 - Culverts, highway, road and street, construction in their SAM registry, to qualify for this procurement. AWARD INFORMATION: The Request for Proposal No. 140R4020R0011 will use procedures prescribed by FAR Part 15 - Contracting by Negotiation. This requirement will be solicited as a total small business set-aside. It is anticipated the contract will be a firm-fixed price construction contract. The North American Industry Classification System Code (NAICS) is 237310 with a small business size standard of $39.5M. The Product Service Code is Y1LB. In accordance with FAR 36.204, the magnitude for this project is estimated to be between $1,000,000 and $5,000,000. Anticipated period of performance is for 210 days after Notice to Proceed. A Payment Bond and Performance Bond is required that is 100% of the original contract price. A bid guarantee worth 20% of the proposal price amount is required; the bid guarantee must be mailed and received by the Contracting Officer no later than the time and date that proposals are due. Evaluation criteria for award consideration will include technical, past performance, and price. Evaluation factors, other than price, when combined, are APPROXIMATELY EQUAL TO cost or price in the award decision. Technical Factors: Technical Plan for Construction with subfactors Coordinated Construction Schedule and Narrative of Construction Sequence, and Experience/Key Personnel; Past Performance: description of past performance on relevant construction projects for the last 5 years; and then Price. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
