This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The Government reserves the right to make no award from this solicitation. This solicitation is a request for quotations (RFQ). The government anticipates awarding a firm-fixed priced ID:IQ type contract resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. The associated North American Industrial Classification System (NAICS) code for this procurement is 561612: Security Guards and Patrol Services, with a small business size standard of $22 Million. This solicitation is a 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). Offerors must be verified in the Vendor Information Pages (VIP), https://www.vip.vetbiz.va.gov/, at the time of receipt of quotes and at the time of award. The Department of Veterans Affairs, Network Contracting Office 4, is soliciting quotations from SDVOSBs to provide Guard/Security Services at the VISN04 facilities listed below. Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information along with any other documents necessary to support the requirements below. All interested companies shall provide quotation(s) for the following: LEBANON VA MEDICAL CENTER COVID-19, CONTRACT GUARD AUGMENTATION DESCRIPTION: The Lebanon VA Medical Center is contracting for a Firm Fixed Priced (FFP) Six (6) month Indefinite Delivery Indefinite Quantity (ID:IQ) Contract for Security Services. Individual orders will be placed against the ID:IQ on an as needed basis. With specific federal mandates and requirements, along with a shortage gap of officers at the present time the officers are being tasked over their present capabilities during the federally mandated COVID-19 screening checkpoints being implemented at the Lebanon VA Medical Center and associated Outpatient Community Clinics. In an effort to restore the VA Police Service to accomplishing federally mandated taskings of� their service line and completing mandatory training to remain certified as law enforcement officers The Lebanon VA Medical Center is looking to utilize a contracted guard service to augment the staffing needs involved with the COVID-19 VA/ Federal screening requirements. SERVICES: The contractor will provide guard force personnel who will need to meet criteria and requirements listed in this Statement of Work. Guards would direct the traffic to designated check points and assist facility screeners poise 3-4 screening questions associated with the CDC COVID-19 screening protocols to persons entering the facility grounds. **SPECIAL NOTE ** This is an unarmed duty assignment. Weapons are not authorized on Federal Property except for Federal Police Officers assigned to the station. Reference: Title 38 CFR 1.218 (a) Authority and Rules, Title 38 CFR 1.218(b) Schedule of Offenses Sections 37 & 38, Title 38 CFR 1.218(c) Enforcement Procedures. CONTRACTOR RESPONSIBILITIES: Develop, manage and provide a duty schedule for the guards assigned and provide such schedule to VA Police Operations to include all changes made. Provide a statement(s) or documents of training verifying the guard has completed company level training in traffic control/ movement procedures with skill testing. Share all communication and contract information with the facility contract representative and the VA Police Management. Provide all required equipment for the guards to operate on the facility: Guards are to be equipped with a duty belt and flashlight, traffic vest and company issued foul weather gear. CONTRACTOR CANDIDATE SCREENING MANDATE: Guard must wear a pristine and professional company uniform. Must be well groomed, personable, and friendly. Must be able to read and speak the English language clearly. Must be able to stand and walk for the periods of time during their assigned duty hours. Must have reliable transportation to report for duty on time on all assigned duty days. Provide their own sustenance in way of food, no lunch break will be provided during the duty hours, but when traffic is light the guard may eat on post in the guard shack but be available to step out when traffic approaches. GOVERNMENT RESPONSIBILITIES: Provide on-site accommodations in way of guard shacks at the check point locations. Provide specific on-site training/direction and procedural information for manning of the check point(s). Provide written guard post instructions which will be posted in all guard shacks at the check points. Provide reasonable accommodations to guard service personnel through the VA Police Service Line. POST, GUARD NUMBERS, MAN HOUR REQUIREMENTS: Front Drive Check Point: Open 24 hours daily as ingress and egress point of the facility. Traffic consists of employee/staff, patients, visitors, local public bus services, special chartered patient transport services, public taxi services, and all emergency services vehicles. Guard will direct traffic up to check point and assist facility screeners in asking 3-4 screening questions associated with the CDC COVID-19 screening protocols and then follow locally established procedures in directing those who answer to Yes to questions. Post Requirements: One (1) Security Guard at all times 24 hours a day, 7 days a week, excluding Federal Holidays. Daily: 24 hrs. Weekly: 168 hrs. Monthly: 672 hrs. Lot 19 State Drive Check Point: Open 2 hours daily as an entry point to the facility, 6:00 am to 8:00 am Monday through Friday. This check point also opens for 1 hour daily as a traffic exit point, 3:45pm 4:45pm Monday through Friday. A Security Guard will not be required for exiting event. This location is subject to time changes and closures based on needs or mandates from higher authority. Guard will direct traffic up to check point and assist facility screeners in asking 3-4 screening questions associated with the CDC COVID-19 screening protocols and then follow locally established procedures in directing those who answer to Yes to questions. Post Requirements: One (1) Security Guard Monday through Friday from 6:00 am to 8:00 am (2hrs.), excluding Federal Holidays. Daily: 2 hrs. Weekly: 10 hrs. Monthly: 40 hrs. VA Outpatient Community Clinic Checkpoints: Guards would assist facility screeners with pedestrian traffic entering the building in asking 3-4 screening questions associated with the CDC COVID-19 screening protocols and then follow locally established procedures in directing those who answer to Yes to questions. Post Requirements: One (1) Security Guard at each of the following locations Monday through Friday from 7:00 am to 5:00 pm (10hrs.), excluding Federal Holidays. Lancaster County VA Clinic Daily: 10 hrs. Weekly: 50 hrs. Monthly: 200 hrs. Berks County VA Clinic Daily: 10 hrs. Weekly: 50 hrs. Monthly: 200 hrs. York County VA Clinic Daily: 10 hrs. Weekly: 50 hrs. Monthly: 200 hrs. Cumberland County VA Clinic Daily: 10 hrs. Weekly: 50 hrs. Monthly: 200 hrs. LIMITATION ON MAN-HOURS TO BE PROVIDED BY INDIVIDUAL EMPLOYEES: No employee of the contractor shall provide more than twelve (12) hours of service in any twenty-four (24) hour period unless the work periods are separated by an eight (8) hour non-duty period ( service includes VA contract work and also any other employment). This limitation may be temporarily adjusted by the Contracting Officer (CO) verbally in emergency situations which are beyond the control of the Contractor (i.e. weather conditions that prevent the next shift from getting to the building, civil disturbances, bombings, etc). A written confirmation of waiver must be obtained for each occurrence. REQUIRED SERVICES OUTSIDE OF THE HOURS OF COVERAGE: If additional services are required outside of the hours of coverage specified herein, the Contractor must receive prior written approval from the Contracting Officer (CO) via contract modification. Any additional services performed by the Contractor without this authorization will be performed at no additional cost to the Government. Per hour prices for such additional services shall be at the same rate as prices charged in the contract during each respective period of performance. If an emergency situation should arise, a verbal approval can be obtained from the CO, however, the Contractor must submit a written proposal for such additional work to the CO within twenty-four (24) hours of the commencement of these additional services. If accepted, a modification will be issued to the Contractor and the contract price shall be adjusted accordingly. All emergencies must be reported to the VA Police Chief or designee manager, who shall be the on-site Point of Contact. The Contractor is not required to provide services on the following holidays, nor will the Contractor be paid for these holidays. Price Schedule: The contractor must provide a price quote for each CLIN delineated in Attachment 2 to be considered for award. F. Evaluation of Quotes: The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. The Government will evaluate price, technical capabilities, and past performance. Specific quote requirements are detailed in attached FAR 52.212-1 Instructions to Offerors Commercial Items to include additional instructions to offerors. Following receipt of quotes, the Government will perform an evaluation using a comparative evaluation of the services quoted in accordance with FAR 13.106-2(b)(3). The Government will compare quotes to one another to select the quote that best benefits the Government by fulfilling the requirement. Contractors may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and prices in response to this request for quote. Once the Government determines there is/are a contractor(s) that can provide a service that meet(s) the requirements of this request for quote, the Government reserves the right to communicate with only those contractors quoting the best-suited service to address any remaining issues. G. Clauses: The clauses for this solicitation are found in Attachment 3: Solicitation Clauses. The Clauses provide additional information regarding the requirements for quote submission and evaluation. Orders will then be placed against this contract. All quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.""
