- The 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska, intends to award a firm fixed price, single-source contract to T-Systems, Inc., 4020 Mcewen Rd, Dallas, TX 75244, under the authority of FAR 13.501(a). The proposed contract action is for the acquisition of T-Sheet software for the Joint Base Elmendorf-Richardson (JBER) hospital. This is a reacquisition for annual licenses to a multi-user researchable database to view/compare/research/print templates to record patient medical encounters. The online reference database shall present information in a concise, bulleted manner with a speed optimized format. It shall include relevant clinical information that follows regulatory documentation guidelines to record patient encounters. The software shall also provide for multiple individualized usernames and passwords for secure logon, access from any location via internet, and customizable requests of templates. The annual service fee will include any maintenance that the online database must undergo. The annual service fee will also include access to all uploaded information to include any newly updated data for the duration of the Period of Performance, as well as computer-based training for users by experienced technicians. The statutory authority permitting other than full and open competition for this simplified acquisition is FAR 13.501(a). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES AND NO SOLICITATION IS AVAILABLE. The circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement. Interested organizations, who believe they can meet the requirement, may submit their capabilities and qualifications to perform the requirement in writing to ross.duval@us.af.mil and susan.reinhart.1@us.af.mil no later than 2:00pm, AKDT, Tuesday, 17 March 2020. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
