- THIS IS A SOURCES SOUGHT SYNOPSIS NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. INTRODUCTION The Naval Supply Systems Command Fleet Logistics Center Sigonella Italy (NAVSUP FLCSI) Expeditionary Contracting Office (ECS) is issuing this synopsis notice/sources sought/request for information for purposes of conducting market research and synopsizing upcoming requirements. The Government will not obligate to and will not pay for information received from potential sources as a result of this Sources Sought. In support and anticipation of the upcoming annual Sea Breeze Exercise for 2020, the Government is interested in hearing from vendors who can provide various types of fuel. It is expected / anticipated that the requirements will be solicited following the policies and procedures of FAR Part 12 Acquisition of Commercial Items and FAR Subpart 13.5 � Simplified Procedures for Certain Commercial Items. The World Trade Organization (WTO) applies for the selected Product Service Code of 9130 (91 Fuels, lubricants, oils, and waxes). REQUIREMENTS 1. Anticipated fuels will be of various types (which may include unleaded gasoline (MUR/MUP), DF2, JA1 and Marine Diesel (MGO)) to be transported to delivery tanks and storage tanks. 2. Anticipated amounts of various fuel is approximately 16,000 U.S. gallons (USG), anticipated amount of Jet Fuel (JA1) is approximately 38,305 USG and anticipated amounts of various diesel fuels is approximately 82,000 USG. 3. The anticipated contract type will be firm fixed price; these fuel/diesel deliveries will be delivered to various locations within Ukraine, Bulgaria, and Georgia. 4. Ukraine tax exemption forms (to include Value Added Tax and Excise Taxes) must be submitted and filed with the appropriate country tax officials within two business days of contract award to release the Government from all potential taxes. ANTICIPATED PERIOD OF PERFORMANCE Period of performance is approximately 3 July 2020 through 31 July 2020, although it is the intent of the Government to award the contract on or about 5 June 2020. SOLICITATION INFORMATION A Solicitation for this requirement is forthcoming. If you have not already done so, it is requested that interested businesses who are properly licensed, registered and authorized to provide these services submit the Company�s profile to include: Company name; company address; company business size, company point of contact name; phone number, and e-mail address, CAGE code, and DUNS number. Also provide a brief description of your ability to provide the fuels to be delivered per the requirements above. The response to the Sources Sought Synopsis Notice and Request for Information shall be sent via email to Howard Girvin at howard.girvin@eu.navy.mil and neosenys.gottal@eu.navy.mil. Submissions must be received by no later than 0800, Naples, Italy time on 24 April 2020.
