Description
This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response.� This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition.� NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST�s use of such information.� NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.� In the absence of such identification, NIST will assume to have unlimited rights to all technical data provided in the response. � NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. � NIST is seeking information from sources that are capable of providing one (1) helium gas recovery & liquefier system for EBIT. Summary of Requirements: The requested equipment shall include but is not limited to the minimum specifications below. Vendorsshall provide information demonstrating that they are capable of �providing one (1) helium gas recovery & liquefier system for EBIT that meets the following minimum specifications: The helium liquefaction rate must provide a minimum of 60 liters/day of liquid helium. The helium liquefier must have a minimum capacity of 300 liters of liquid helium and shall include transfer lines to fill a transport Dewar. �A transport Dewar with 250 liter storage capacity shall be included as a component of this system. Specifications of this transport Dewar must be included. The helium recovery compressor must have high capacity, with full recovery of steady-state boil-off rate equivalent to 3 liter/hour of liquid helium (or about 2300 liter/hour of gas at room temperature & atmospheric pressure), or higher. Initial cooldown of apparatus shall have a 10 times higher boil-off rate (about 30 liter/hour of liquid helium). The helium recovery compressor must include storage tanks for keeping compressed helium gas recovered from boiling off 200 liters of liquid helium, or more. The proposed system shall supply all necessary equipment, including valves, piping and laboratory connections necessary for safe and smooth operation.� If three-phase electrical power is required, then all necessary transformers must be included. Water cooling specifications and requirements must be indicated, with mention of any special plumbing required to hook the instrument to the water-cooling system. The system shall include a helium purifier and purity monitoring system with 0.01% resolution or better. Vendors shall be capable of participating in a pre-construction consultation meeting for preparing the NIST ��laboratory space. The system must fit in an area of 11 feet by 13 feet with 11 feet ceiling height. The system shall be in accordance with the �Table of Specifications� below Table of Specifications: Helium Liquefier: Liquefaction Rate: At least 60 liter/day Liquefier capacity: 300 litersnominal) Transport Dewar capacity: 250 liters (nominal) Helium Recovery Compressor-- Peak Rate of boil-off recovery: 30 liters/hr of equivalent liquid helium� or 23,000 liters/hr of He gas for 1 hour Compressed Gas storage: 200 liters of equivalent liquid helium (minimum) Helium Purifier: Minimum Gas purity: 99.99% He Purity monitor: 0.01% resolution or better. Installation area: Floor space: 12 ft. by 10 ft. Ceiling height: 11 ft. NIST is seeking responses from all responsible business sources to include small businesses. Small businesses are defined under the size standard of 1,000 employees associated with the applicable NAICS code, 334516� Analytical Laboratory Instrument Manufacturing. Please include company�s size classification and socio-economic status in any response to this notice. Interested parties shall describe the capabilities of their organization as it relates to the requirements described herein.� Businesses able to provide the requested equipment are directed to email a detailed response describing their capabilities to tracy.bisson@nist.gov no later than the response date for this source sought notice. The report shall include any information relevant to the organization�s capabilities to meet the requirements detailed in Summary of Requirements. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide product, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Number of days, after receipt of order that is typical for delivery of product. 4. Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 5. Indication of whether the product proposed is a commercial item currently offered in the market place.� 6. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 7. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. NIST invites all interested vendors to submit any questions or comments regarding the Draft Summary of Requirements via email to tracy.bisson@nist.gov within 3 calendar days of the posting of this notice. NIST intends to then post an amendment providing responses to any questions received. Official responses to the Sources Sought Notice shall be submitted by April 18, 2020 at 11:59 pm EST.
