- DLA is seeking vendors who have the industry knowledge to handle high tempo and time-constrained requirements.� DLA Energy intends to enter into Basic Agreements with eligible contractors to agree, in advance of the award of any requirement, to the terms and conditions for the supply and delivery of fuel products, including diesel, gasoline, jet fuel, and AVGAS, within the DLA Energy Africa PC&S 1.8F program.This dynamic and ever-changing program requires vendors to provide ground fuel services and products in various locations throughout the African continent. This fuels product list is not exhaustive; additional requirements may emerge as determined by the Government�s needs. The method for soliciting future requirements will be either through issuance of a Request for Proposals (RFP) for award of a long-term contract (LTC), or through issuance of a Request for Quotations (RFQ) for the award of one-time purchase contracts, commonly known as One-Time Buys (OTBs).
