- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this pre-solicitation synopsis is to notify potential offerors of a Design-Build/Design-Bid-Build (DB/DBB) Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Construction Contract (MACC) for Roof Repairs and Replacement Primarily Performed in the NAVFAC MIDLANT Great Lakes Area of Responsibility (AOR). PROJECT DESCRIPTION: This contract(s) will require the ability to manage multiple task orders concurrently.� Work includes, but is not limited to, a diverse range of projects for demolition, repair, replacement, modification, and new installation of various Roof Repairs & Replacement systems including incidental work such as general construction, specialty trades, and removal of hazardous materials (asbestos, Polychlorinated Biphenyls (PCBs) and lead contaminated materials).� Projects shall be in conformance with all applicable referenced criteria per the construction standards, laws and regulations, including applicable building, fire life safety codes, and environmental regulations.� Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools, training, education, personnel support, recreational, food services, training areas/ranges, roads, etc.� The selected contractor(s) will be responsible for all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the drawings and specifications provided for each individual project. The proposed seed projects for this solicitation are titled: B7260 Roof Repair Job and B328 Roof Replacement Job. � This solicitation will be advertised as a dual set-aside for HUBZone and SDVOSB concerns. �This is a source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, tradeoff.� The basis for evaluation and evaluation factors for award will be included in the solicitation. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 238160 � Roofing Contractors and the annual size standard is $16,500,000. �� Estimated construction cost for all contracts awarded under the MACC for all years is not to exceed $15,000,000.00. �Projects awarded on this MACC will have an estimated construction cost of approximately $25,000.00 to $3,000,000.00 per task order.� However, smaller and larger dollar value projects may be considered, if deemed to be in the Government�s best interest and approved by the Contracting Officer. Per FAR 36.204(c) the magnitude of construction for the seed projects is between $100,000 and $250,000. Five (5) MACCs will be awarded, unless the Source Selection Authority (SSA) determines that a number more or less than five (5) is in the best interest of the Government. The contract term will be a base period of (1) year from the date of contract award with four (4) one-year option periods. Offerors will be required to submit with their offer a bid bond of at least 20% of the proposed price but shall not exceed $3,000,000 of the amount for Construction Wage Rate Requirement (CWRR) (formerly known as Davis Bacon Act (DBA)) work. A Sources Sought notice was issued on 04 February 2020 to determine the capability of small businesses to perform the requirement.� After reviewing the sources sought responses, conducting additional market research, and utilizing historical data, it was recommended that this requirement be solicited as a dual set-aside for HUBZone and SDVOSB concerns.� A DD2579 Small Business Coordination Record recommending a dual set-aside for HUBZone and SDVOSB concerns was approved by the NAVFAC MIDLANT Assistant Deputy Director for Small Business, Andres Medina, on 25 March 2020. The drawings and specifications for this project will be posted with the solicitation and are not available at this time.� The Request for Proposal (RFP) will be issued on or after 28 April 2020 to the beta.sam.gov website.� Contractors are encouraged to register for the solicitation when downloading from the website.� A free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
