- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation: quotes are being requested and written solicitation will not be issued. Solicitation number 12612520Q0005 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. This solicitation will be 100% Total Full and Open. The associated NAICS code is 115113 , with a size standard $8Mil and the PSC code is F099. This acquisition is for the following items as identified in the Contract Line Item Number (CLIN) Rye and Alfalfa Scope of Work Vendor to cut, chop and bag forage from National Animal Disease Center (NADC) fields to fill bag(s) no more than 250 tons of haylage. Vendor will be required to supervise all areas of the operation in which they are responsible.� Vendor to follow standard industry practices and coordinate with NADC Farm Manager prior to any deviations. ����� Period of Performance Harvest to begin no earlier than April 27, 2020 and finish no later than May 15, 2020.� NADC ARU staff will coordinate specific dates with vendor to assure correct timing of rye harvest taking into account current weather conditions and future cropping requirements.� Forage should be tedded 1-2 times to help assure rapid drying, raked and then chopped at target dry matter level of 35-38%. ����� Place of Performance 1920 Dayton Ave, Ames IA 50010 ����� Specific Requirements/Tasks NADC has the following plots on-site which may be chopped by the contractor as requested by the NADC to fill the need: ����� ����������� *Rye � Approximately 60 acres ����� ����������� *Alfalfa � Approximately 15 acres ����������������� *Mixed Grass � Approximately 65 acres Vendor shall supply all needed equipment to include: mower, chopper, trucks, wagons, tractors to pull wagons, bagger and tractor to operate the bagger, bags, fuel and labor for all the vendor supplied equipment to supply the National Animal Disease Center (NADC) with Haylage to be packed in appropriate bag(s) NLT 8' in diameter x 100� long. Total amount not to exceed 250 tons.� Vendor will be responsible for delivery of forage from the fields to NADC to bagging area and transferring forage to bagger.� A minimum of 1 out of every four (4) loads will be weighed at an approved and licensed scale. An average weight will be determined and multiplied by the number of loads. If trucks or wagons, used to haul the haylage, vary in size, the �fourth� load of each different vehicle will be weighed. All original weigh tickets and number of loads will be left with the Government Representative, at the conclusion of each day.� NOTE:� If vendor supplies weigh scale or trucks/wagons have weigh scales, then each truck/wagon will only need one load weighed.� If scales are certified accurate by a governmental agency and proof of certification is supplied to NADC then weights will be accepted without secondary verification. The vendor will be responsible for documenting accurate count of number of loads and tonnage hauled by each vehicle from each field.� This information must be provided to the NADC Farm Manager or designee within 48 hours of harvest. The vendor shall provide and apply an appropriate inoculate at manufacturer�s recommended rates for haylage crop at the chopper. Vendor shall be responsible for supervising all operations under their responsibility. This would include the maintenance and safety of all vendor owned equipment, supplies and personnel. SPECIAL NOTE: BAG(S) WILL BE FILLED ON A LEVEL ROCK CHIP, GRAVEL OR CONCRETE BASE. ����� Government Furnished Property/Equipment/Information ����� The NADC will furnish if needed the following in conjunction with and throughout the duration of the above operation: one tractor (and/or skid loaders) for cleaning silage spills from transfer of silage from wagons/trucks at bagging location, fuel for the NADC tractor/skid loader and sufficient labor to operate the tractor/skid loader. The Contractor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA ARS Ames, IA and will be identified in the contract. The Government anticipates award of the Firm Fixed Price Contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) numbers is required in order to register. Vendor must also include their DUNS # on their quote. Invoices are to be submitted and payments will be made through the IPP system. Vendors must be register or register in the IPP system. Offerors responding to this announcement shall submit their quote on SF-18 (SEE ATTACHED).The quote should include all fees, delivery charges and or surcharges. � �Only electronic submissions will be accepted.
