- Pursuant to FAR 6.302-1(a)(2)(ii)(A)&(B), the Department of Commerce (DOC)/Enterprise Services intends to negotiate a sole source, firm fixed price contract with the World SME Forum (WSF) for a �Minority Business Enablement Platform� at the estimated price of $450K. This procurement will provide the Minority Business Development Agency (MBDA) with an Minority Business Enablement Platform that will focus on helping Minority Business Enterprises (MBE) by providing the tools and skills needed to establish and run their own online shops, to gather market intelligence, to receive language support, to carry out online marketing and order management, to connect domestic and global supply chains, and to benefit from improved access to better finance. The MBDA works throughout the Nation to link minority-owned businesses with the capital, contracts, and markets they need to grow. It advocates and promotes minority-owned business with elected officials, policy makers, and business leaders. Serving as subject matter experts and advocates for the minority business community, MBDA conducts high quality research and cultivate domestic and international relationships. The Contractor shall build a holistic e-commerce platform (SME. Market) to serve as a one-stop-shop providing holistic solutions for addressing access to markets, finance, knowledge and skills facilitating MBE�s domestic and international trade. This a proprietary platform is offered from only one source. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
