Description

The United States Coast Guard (USCG) intends to negotiate, on a sole source basis, a Firm-Fixed Price award to Research Electronics International (REI) LLC, 455 Security Drive Cookeville, TN 38506. This procurement is being conducted under simplified acquisition procedures in accordance with FAR parts 12 and 13. The purpose of the acquisition is to purchase five (5) Mobility Enhanced Spectrum Analyzer (MESA) deluxe systems is a requirement for the Coast Guard Counterintelligence Service (CGCIS) Technical Surveillance Countermeasures (TSCM) technicians to provide TSCM support in the conduct of Criminal Investigation and operations. This support includes the detection and nullification of technical surveillance devices. This procurement will enhance the TSCM capability to counter the increasing technical threats to the USCG. This action is being taken in accordance with FAR 13.106-1(b).� A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice.� This notice serves as both a synopsis of the requirement and public notice of the USCG�s intent to sole source. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.� All responses shall be submitted to the Contracting Officer via e-mail to Jazmine.T.Gordon@uscg.mil by 2:00 PM Eastern Time on April 13, 2020 reference number 70Z02320QR62008. Negotiations will be conducted with REI LLC., as the only source and a purchase order will be issued without any additional notices being posted.� As a result of this notice, a separate award notice or further public notices shall not be made.� This notice constitutes all of the USCG�s public notice requirements.
