- Program Manager (PM) Ground Based Air Defense (GBAD) Direct Fire Defeat System NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.� 1.0��� Introduction: The United States Marine Corps (USMC) Program Executive Officer for Land Systems (PEO LS), Program Manager for Ground Based Air Defense (PM GBAD) provides the Ground Based Air Defense Community the means to effectively and efficiently achieve and sustain the skills needed to destroy or negate aerial threats in support of the Marine Air/Ground Task Force (MAGTF) Commander�s Scheme of Maneuver and designated defended assets.� 1.1������ Purpose: The purpose of this RFI is to solicit potential solutions from industry on a direct fire defeat capability that can be integrated onto the Marine Air Defense Integrated System.�� This RFI constitutes market research in accordance with FAR Part 10 and is not an RFP.� USMC is issuing this RFI, in support of PEO LS, to determine if more than one vendor has the capability to provide the support described herein. 1.2������ Program Background:� Program Manager, Ground Based Air Defense (PM GBAD), is responsible for the development of the Marine Air Defense Integrated System (MADIS) Increment 1 (Inc 1). The MADIS Inc 1 is comprised of two vehicles, one Mk1 and one Mk2.� This system will provide new and improved capability to mitigate the risk of attacks from Unmanned Aerial Systems (UAS) and Fixed Wing (FW)/Rotary Wing (RW) aircraft while maintaining pace with maneuver forces. Specifically, Inc 1 provides Marine Air-Ground Task Force commanders short range ability to detect, track, identify, and defeat aerial threats. MADIS Inc 1 focuses on the integration of command and control software with emerging and existing components integrated onto the Marine Corps� Joint Light Tactical Vehicles (JLTV) Heavy Guns Carrier (HGC) Variant. These vehicles, complimentary in capability, are the Mk1, which includes a counter aircraft and non-kinetic C-UAS capability, and the Mk2, which includes a detection, kinetic and non-kinetic C-UAS capability. 1.3������ Requirements:�� PM GBAD is seeking to identify interested vendors capable of providing a direct fire defeat capability against ground and air targets onto the MK1 and MK2 JLTV.� The vendor-identified capability shall allow for integration within the size, weight, and power parameters of the remote weapon station on the JLTV HGC to include all electrical and mechanical interfaces. The vendor solution shall be compatible with the MADIS Inc 1 command and control software baseline. The system shall not require new development, and shall be capable of supporting delivery of 26 systems in support of Low Rate Initial production during 3QFY21 and 192 systems beginning 3QFY22. The Contractor shall also provide follow on technical expertise to aid the Government with�� integration onto the MK1 and MK2 Remote Weapon Stations. The Contractor solution shall demonstrate the ability to fire 30 x 113 mm caliber rounds. The Contractor solution shall demonstrate existing ability to fire rounds effective against both ground and small UAS targets. The Contractor solution shall demonstrate the ability to fire 30 x 113 mm self-destruct and proximity rounds. The Contractor solution shall demonstrate existing integration with fielded remote weapon stations. The Government anticipates that the work to be performed under this contract will involve access to sensitive or classified information.�� 2.0 ����� Requested Information: Respondents who are interested are requested to provide the information that identifies their capability to provide the support described herein. 3.0������ Responses: Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this RFI via a submission of a Product Overview on 8 � x 11 in paper, no more than twenty five (25) pages in length, using 12 point font.� All responses must include the following information: (1) Name and address of applicant/company (Corporate/Principal Office) (2) Name, telephone number, fax number, and e-mail address of point of contact (3) General Service Administration (GSA) contract number (if applicable) (4) CAGE Code and DUNS Number (5) Business Size (under NAICS 332994 � Small Arms, Ordnance Accessories Manufacturing) (6) Provide responses to all information requested in section 1.3, and describing all capabilities and relevant past performance (7) Identify whether your product is a commercial item or NDI in accordance with the definitions in FAR 2.101. In addition, your response must address DFARS PGI 212.102(a)(i) (8) Recommendations to improve the Marine Corps� approach to this requirement Please be advised that any proprietary information must be marked as such on a page-by-page and paragraph by paragraph basis.� The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on this basis.� Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. The Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. Submittals will not be returned to the sender.� Respondents will not be notified of the results of the evaluation. It is the contractor�s responsibility to check Beta.SAM.gov to get additional data. This RFI does NOT constitute an RFP nor a promise to issue an RFP in the future.� This RFI does not commit the United States Government (USG) to contract for any supply or service.� Further, the USG is not seeking proposals at this time and will not accept unsolicited proposals.� Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this RFI.� The information provided in the RFI is subject to change and is not binding on the USG.� The USG has not made a commitment to procure any of the items discussed and the release of this RFI should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. Responses shall be submitted to Mr. Kevin Edmond and Ms. Candace Medina via e-mail to kevin.edmond2@usmc.mil and candace.medina@usmc.mil, no later than 17:00 Eastern Time on 17 April 2020. Email responses shall include �MADIS Direct Fire Defeat System RFI Response� in the subject line. Telephone replies will not be accepted.� 3.1������ Questions Questions or comments regarding this notice must be addressed to Mr. Edmond and Ms. Medina by email only.� No questions will be accepted after 1700 Eastern Time on 04 April 2020.� The Government intends to respond to as many questions as practicable and will respond to questions via an amendment to this RFI posted to Beta.SAM.gov �so that all interested parties will benefit from the same information. All interested offeror(s) are encouraged to register on the Beta.SAM.gov �website to receive email notifications when information related to this acquisition is updated, or documents related to this acquisition are issued and available for download.� The Government requests that all interested parties ensure that they are listed on the ""Interested Vendors List"" in Beta.SAM.gov.� As a rule, the Government will not send notifications directly to interested offeror(s), and it is recommended that the interested offeror(s) periodically check this website for updates.
