Description
It is the Government�s intention that this RFI will result in an RFQ to follow within this Fiscal Year, FY20. U.S. Customs and Border Protection is looking for contractors who are able to service employees assigned to U.S. Customs and Border Protection (CBP) who use public transportations systems and may reduce traffic congestion for transportation to work by private vehicles by participating in a pre-tax parking reimbursement program authorized under IRS Tax Code, Section 132. Eligible employees must commute to work using mass-transit services available in most metropolitan areas within the United States. The services required are in the attached DRAFT Statement of Work (SOW). In order for CBP employees to take advantage of pre-tax parking benefits for parking at eligible parking locations (i.e. Metro parking lot, commercial lot, privately-owned parking lot, parking garage, or parking meter), CBP requires financial reimbursement services. The employees covered by this requirement will have already been validated by CBP that they do not already have access to or participate in a subsidized parking space provided by CBP or any other Federal agency (individually or as a member of a carpool or vanpool). �� It is anticipated that the type of contract will be a competitively awarded Firm Fixed Price Task Order. This RFI is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential business sources in support of the Governments requirements. This is not a Request for Quotation (RFQ). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within CBP to facilitate decision making and will not be disclosed outside of CBP/DHS. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. The purpose is to identify potential qualified businesses that can provide services to CBP in accordance with the attached DRAFT Statement of Work (SOW). The DRAFT SOW is subject to change prior to a formal solicitation release. The Government reserves the right to decide whether or not a small business set-aside is appropriate based on responses to this notice. Any Capability Statement submitted should include information and technical background describing your firm's experience within the last three to five years specifically with work similar in scope and complexity to meet the Government�s objectives in accordance with the Draft SOW, and primarily should identify if your company is able to service eligible employees who commute to work using mass-transit services available in most metropolitan areas within the United States. Vendors are encouraged to submit the following highly desirable information in response to this RFI: If the capabilities statement includes a discussion on relevant experience, provide the applicable contract/ contract vehicle, and task order number, final contract price, and project location with a brief description of the project; demonstrate past practice to provide pre-tax parking reimbursement that follows IRS Tax Code, Section 132. � Describe your company�s level of experience with performing work similar to the types described in the Draft SOW. � Describe your ability to provide individual accounts to employees which can be maintained by employee self service via internet. � How does your company supply system administrator access to employee accounts and records?� � Describe how your company provide updates upon demand and/or at least bi-weekly to support timely payroll adjustments by the payroll service provider. � Describe your company�s ability to provide live support by both online and telephone. Is the online service available on a 24/7 basis?� Is the telephone support available weekdays between 7am � 7pm EST? � How many employee man-hours would be required per month to complete this work?� What are your hours of availability? � How many years� experience do you have providing pre-tax parking reimbursement services? � Does your system have audit reporting capabilities?� If so, please explain. � Can you provide a process flow map of how your system works (overview) and narrative? � How is your program accessed by employees using the program (i.e. web browser, smart phone, or other compatible devices)? � Does your website easily update employees when there are changes to IRS Tax Code related to Section 123? � What does your reporting process with a payroll provider on a bi-weekly basis look like?� Describe the information reported and how easily is it interpreted. � What does your monthly invoicing entail? � Are you able to charge a monthly fee on a firm-fixed price basis regardless of the number of employees participating in the program?� If not, what pricing structure would you recommend?�� Vendor responses to this RFI with generic material only, such as brochures, advertisements, or other generic material is highly discouraged. No questions will be entertained at this time. Contact with Government personnel, other than those specified in the RFI, by potential offerors or their employees regarding this requirement is not permitted. THIS IS NOT A SOLICITATION ANNOUNCEMENT OR REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT; however, it is the Government�s intention to issue an RFQ for the products and services listed within this Fiscal Year, FY20. All interested Contractors shall respond by April 21, 2020.
