- Description
- The Fleet Readiness Center East (FRCE), MCAS Cherry Point, NC, has a requirement for the manufacturing and building of one First Article Unit (1) MV-22 Nacelle Mate Fixture in accordance with Drawing 18E11923 of the solicitation. The proposed contract action is 100% set-aside for small business concerns.� The North American Industry Classification System (NAICS) code for this requirement is 332311.� Contractors interested in doing business with the government must be registered in the System for Award Management (SAM).� Contractors must also ensure annual representations and certifications are current in SAM.� Contractors must also be registered in the Wide Area Workflow (WAWF) invoicing system at https://wawf.eb.mil/. The complete Request for Quotation, including Drawing 18E11923 is attached.� All responsible sources may submit a quotation which will be considered. All questions relating to this requirement must be addressed to the Contracting Department, Contract Specialist via email to jennifer.burbage@usmc.mil or christopher.poulos@usmc.mil. Ammendment 0001 - Government's Response to Questions Asked: Q1: Requesting a one month extension to respond to RFQ M6700120Q1130 � Manufacture Nacelle Mate Fixture. A1: The solicitation will be extended to 23 April 2020 (2 weeks). Q2: I need a clarification on the scope of work on this project. Under 1.0 �The contractor is responsible for the manufacture and delivery of the fixture�. �The Government will be responsible for the first article testing and fit check�. Then under 3.5 Assembly and Installation. �The contractor shall be responsible for the turnkey assembly and installation� This in my opinion contradicts 1.0. �Is the contractor responsible for the installation? A2: Yes, the Contractor is responsible for manufacture, delivery, and assembly/installation.� Once the fixture is delivered and assembled on site, the Government will perform the first article test and fit check. Q3: With the ongoing coronavirus rules and accommodations in place we have had to adjust our manning and are finding many of the partners we use for material and estimations are as well. I am asking if it�s possible to get an extension on the due date? A3: The solicitation will be extended to 23 April 2020 (2 weeks). Q4: In section 4.4 of the solicitation it states that the FAT is be manufactured and built at the contractor's facility within 14 weeks.� However, in section F of the solicitation it states that the delivery of the FAT to Cherry Point must be within 90 days ADC.� Which schedule do we follow? A4: 14 weeks after date of contract Q5: We currently cannot quote to install the Nacelle Mate Fixture Assembly, due to not having the technical/drawing information to do the installation at the FRC East Facility. Can you provide a drawing/technical data for the installation of the Nacelle Mate Fixture Assembly? A5: This is a freestanding fixture, so �installation� simply means assembly at FRCE.� There is no requirement for facility specifications.
